POSITION SUMMARY: The Finance and Grants Manager position is a full-time position (generally 8:30 am – 5:00 pm) for a professional with formal education and experience in finance and grants management to work for the Coastal & Heartland National Estuary Program (CHNEP, whose fiscal host is the City of Punta Gorda).
ESSENTIAL FUNCTIONS AND DUTIES include the following. Other duties may be assigned as dictated by operational necessity.
- Coordinates with CHNEP Grantors to obtain grant funds and ensure compliance with all reporting requirements
- Annual drafting of annual CHNEP Workplan and Budget.
- Ensure compliance with all federal, state, and host agency requirements.
- Tracks controllable expenditures to keep within budget and advises appropriate actions when unexpected budget problems develop; including regular reconciliation and assisting with making necessary amendments as required.
- Assists in drafting formal contracts and intergovernmental agreements, and processes them for execution.
- Prepares and processes all purchase orders, accounts payable, and requests for subcontractor payments.
- Manages applications for and oversees management of all CHNEP-funded conservation grants and sponsorships.
- Identifies appropriate grant opportunities, as well as assists in drafting and submitting grant applications.
- Responsible for all grant reporting, ensuring grant reporting deadlines are met with acceptable submissions.
- Prepares reports, documents and assists staff with financial tracking, including collecting and reporting financial leveraging information.
- Assists in preparing and submittal of Requests for Proposals (RFP), scopes of work, sub awards/subcontracts, bids, and other procurement information as necessary.
- Responsible for reporting, collecting and processing of all contributions to the CHNEP.
- Provides assistance with City of Punta Gorda’s Finance personnel on auditing requirements.
- Occasionally assists other CHNEP team members with other CHNEP programmatic work as needed, including public outreach at events, preparation for CHNEP meetings, etc.
- Other duties necessary to the success of the organization.

EDUCATION, EXPERIENCE, LICENSES AND CERTIFICATIONS:
- Bachelor Degree in accounting, finance or a discipline appropriate to the position is required, with professional experience in grant and finance management as well as environmental knowledge and interest preferred.

Pay: $58,281.00 - $90,313.00 per year
