Under general direction performs work of considerable difficulty, is responsible for planning, organizing, directing and coordinating the activities of the Community Development department.

Typical Duties

  • Coordinates the development and implementation of departmental policies and procedures
  • Conducts supervisory meetings, attends management meetings, and full staff meetings
  • Selects, plans, assigns, supervises, trains, and evaluates the work of subordinates
  • Presents cases and makes recommendations to various boards and commissions; represents the department in public appearances
  • Researches, forecasts and plans for future capabilities of departmental programs
  • Participates in development, implementation, and revision of land use plans and ordinances
  • Participates in current and long range planning activities and zoning ordinance administration
  • Gathers, compiles, and analyzes activity reports to evaluate the efficiency and effectiveness of departmental and mandated programs
  • Assures compliance with federal, state, local, private and departmental requirements
  • Represents the Director in that person's absence
  • Performs other job related functions or duties as assigned
Essential functions of this position include but are not limited to: reaching; working with and around others; dealing with interruptions; vision acuity (far) for driving, (near) for reading, etc.; color vision; hearing and speech (ordinary conversation) for phones and communicating with staff, and the public.

Minimum Qualifications

Bachelor's degree in planning, geography or related field and four years progressively responsible administrative or supervisory experience in planning or community development; OR any combination of education, training and experience with demonstrates the ability to perform the duties of the position.

ADDITIONAL REQUIREMENTS:
Must obtain Arizona Institute of Certificate Planners AICP certification within one year of employment.

This position is At-Will.
This position is exempt from overtime.

The ideal candidate will have a master's degree in urban planning or closely related field and American Institute of Certified Planners (AICP) certification. The candidate will recognize the importance of working as part of a team in cooperation with internal and external customers. He or she will have excellent public service skills with the ability to prepare and present reports to a wide variety of public interest groups such as the Board of Supervisors, commissions, neighborhood and civic groups, the media, etc. As Assistant Director the candidate will have outstanding leadership and supervisory skills.

Preferred qualifications: Experience in planning, master's degree in planning, AICP certification, five or more years of supervisory experience, experience working with various public interest groups.

Knowledge, Skills and Abilities

Considerable knowledge of:
  • Principles and practices of community and land use planning
  • Land use ordinances and regulations, subdivision standards, zoning ordinances and other pertinent statutory requirements
  • County, state and federal laws pertaining to County planning and zoning
  • Principles and practices of positive supervision
  • Principles and practices of public administration & strategic planning
  • Public funds administration including budgetary practices, purchasing, contract management and program cost analysis

Working knowledge of:
  • Techniques of conflict resolution and mediation
  • Federal, state, and local laws, policies, and guidelines governing public funds administration
  • Business English and report writing?

Ability to:
  • Apply the principles and practices of land use planning
  • Accurately interpret and evaluate planning and land use issues, laws, requirements and objectives to interested groups and the general public
  • Represent County position on land use issues to advisory bodies, citizen groups, other agencies and the public
  • Analyze complex personal management problems and develop appropriate solutions
  • Plan, initiate, and manage projects from beginning to end, with minimal direction
  • Effectively carry out difficult and complex assignments requiring considerable independent judgment and initiative with a minimum of supervision
  • Establish and maintain effective working relationships with elected officials, appointed department directors, staff, other agencies, the media and the general public
  • Work safely and support the culture of workplace safety
  • Follow written and oral instructions
  • Communicate effectively both orally and in writing
