The Nurse Manager will be a Nurse providing quality nursing care under the supervision of a licensed medical professional. Works closely with Operations Director, ensuring program outcomes are achieved in a manner consistent with CODA’s mission, standards, and treatment philosophy. Directly supervises program medical support and nursing staff, operations, resources, and partnerships to achieve desired outcomes and operational targets for a grouping of dissimilar or complex programs.


ESSENTIAL RESPONSIBILITIES AND TASKS:

  • Program Management: Manage Opioid Treatment Program medical operations utilizing effective leadership that motivates, inspires, and supports staff to quality outcomes. Manager works with Sr. Program Managers and under the guidance of the Operations Director to ensure program outcomes and operational targets are achieved, service utilization is optimized, regulatory and agency standards are met, budgets are maintained, and program maintains financial viability.
  • Reporting Responsibility: Ensures compliance with all accreditation and licensing bodies. Responsibility includes not only monitoring, but ensuring communication and reporting is timely, accurate and reviewed in collaboration with senior leadership.
  • Supervision: Provide assertive clinical and administrative supervision for all Opiate Treatment Program nursing and medical support staff including; CMA’s, UA Techs, and Nurses. Ensures quality of services, championing and monitoring agency adopted evidence based practices and fidelity to supported methodology and protocols. Ensure staff receive sufficient training specific to course and treatment of substance use disorders, medication-assisted treatment, signs and symptoms of substance withdrawal, and principles of motivational enhancement. Ensure staff contributes to a recovery environment that is trauma informed and patient centered. Provide or ensure the provision of quality individual and group supervision on a recurring schedule that meets minimum regulatory standards and is sufficient to meet the needs of developing professionals
  • Team Leadership: Provide leadership to program team, ensuring team members work productively as a team, have high staff morale, and realize connectivity to the agency and the agency mission. Maintain a cohesive, mission-driven team and continually develop the team to suit the needs of the program. Ensure staff work collaboratively to understand the community in which they are working, and are knowledgeable regarding local resources & community partnerships. Maintains connectivity to CODA administration and leadership, utilizing all available technology; includes occasional travel to offices in Portland, OR
  • Clinical Service: Responsible for modeling desired clinical and administrative practices.
    • Dispense medications directly to patients for a minimum of 5% of FTE
    • Provide coverage during periods of staff absence
    • Perform general monitoring of patients and milieu, identifying and escalating special needs or circumstances that require notification of licensed medical professional.
    • Recognize and initiate appropriate response to medical emergencies.
    • Participate in Clinical Case Review, coordination of medical care, treatment team meetings, and similar other activities as needed.
    • Evaluate and assess medical stability of established patients within program expectations and professional scope, identifying any special needs or circumstances that require licensed medical professional notification.
    • Monitor patient medical status, measure patient vital signs and perform other routine medical procedures as directed by licensed medical professional;
    • Maintain up to date documentation of observations and evaluations in patient electronic medical record.
  • Community: Collaborate with relevant provider agencies and referents. Ensure staff follow-through with agency practices in support of community partnerships and referral pathways.
  • Agency: Contribute to the overall success of the agency through participation in work teams and inter-department communications.
  • Provide routine and accurate reports to Sr. Program Managers, Operations Director and Medical Director about program staff, operations, resources, and partnerships, keeping them fully apprised of the state of the program and anticipated program needs.
  • Management of the dispensary ensuring compliance with all state and federal regulations:
    • Manage and routinely audit all ordering, delivery and inventory of supplies and medication
    • Ensure inventory of medication is accurate
    • Closely monitor the opening and closing of the dispensary process to ensure compliance of regulations
    • Safely dispense medication as prescribed by the licensed medical providers
    • Work collaboratively with the clinical and medical teams to ensure safety and industry standards are maintained program wide
  • Create and manage work schedules of nurses and medical support staff; including licensed medical staff, CMA’s, nurses and UA Techs, in program ensuring sufficient coverage at all times while remaining conscious of budgetary constraints and FTE allocation.
  • Provide on-call consultation for incidents or crisis management.
  • Positively represent CODA at program level provider meetings, collaborative staffing, in the community, and at industry events.
  • Collaborate actively with administrative departments.
  • Be a champion for agency initiatives through practicing positive change management techniques.
  • Assist with short-term coverage for additional clinical and administrative duties where needed.

REQUIRED EDUCATION AND EXPERIENCE:

  • Practical nursing Bachelor’s degree in a state-approved Nursing program. Must practice as a nurse for at least 960 hours in the last five years.
  • Current RN preferred, license in Oregon.
  • Minimum three years of experience required, RN preferred. For opioid treatment program: experience must be in ambulatory care setting. For detox: experience must be in inpatient care setting.
  • One year of experience in addiction health or mental health setting, (not necessarily as an RN.)
  • Experience providing phlebotomy services.

  • Demonstrated progression of increasing responsibilities.
  • Demonstrated consistency in the application of “6 Rights” of medication administration.
  • Demonstrated understanding of and ability to adhere to established principles of patient safety.
  • Make judgments in practice, substantiated with evidence, that integrate nursing science in the provision of safe, quality care and that promote the health of patients within a family and community context.
  • Ability to understand behavioral healthcare interventions (e.g. Social Learning Theory, Motivational Interviewing, Cognitive Behavioral Therapy, Trauma Informed Care, Post-Traumatic Stress Disorder.)
  • Ability to utilize both oral and written communications skills to effectively communicate with clients, co-workers, community resources, supervisors, and various other individuals encountered in the course of performing work while maintaining client confidentiality and establishing professional rapport.
  • Ability to operate a computer, utilize basic MS Office programs, and effectively navigate and maintain client records in an electronic medical records system.


REQUIRED CERTIFICATIONS AND LICENSES:

  • Current unencumbered Oregon Registered Nursing (RN)
  • Current Oregon or Washington driver’s license.
  • Basic Life Support (BLS) certification or ability to acquire within one month of hire.


PHYSICAL DEMANDS
:

  • Must be able to occasionally lift up to 50 lbs.
  • Must be able to perform Basic Life Support for 15 minutes continuously and maintain BLS certification.
  • Must be able to follow proper protocol while interacting directly with patients and working in a clinical environment.
  • Must be able to operate a personal computer, including reading from a computer monitor, keyboarding, and using a mouse.
  • Must be able to negotiate staircase, reach, bend, and handle objects.
  • Must be able to utilize personal protective equipment and follow safety procedures while interacting directly with patients and working in a clinical environment, including handling of laboratory specimens.
  • Ability to safely operate a motor vehicle.
