About the Team The Research and Development (R&D) Unit of the College Board Latin America Office (LATAM) leads the research and development efforts, as well as the test design strategy in order to develop high quality assessments and deliver on our mission to connect students with college success and career opportunities so that they can own their future. Our programs include the following: Prueba de Admisión Universitaria (PAA), Pruebas de Ingreso y Evaluación para el Nivel Secundario (PIENSE), Prueba de Nivel Avanzado (PNA), Conoce, Explora, Planifica y Actúa (CEPA), English Language Assessment System for Hispanics (ELASH), and Prueba para la Certificación de Maestros – Puerto Rico (PCMAS). About the Opportunity As Director, Test Development, of the Research and Development (R&D) Unit at the College Board LATAM, you play a central role in leading, planning, organizing, and reviewing the work of content specialists, item writers, editors, proofreaders, consultants, and committee of examiners, as part of overseeing test and pre-tests developments. Hence, you oversee the process of tests and pre-tests development, in coordination with content specialists of specific subject-matters. In addition, innovating the CEPA Suite, which includes a new test development measuring universal competencies, may be required. You also develop a budget for test developments, including new forms and pre-tests, according to the item bank assessment. You may provide content expertise in one or more of the following subject matters: Cognitive Ability, Spanish, Mathematics, or English, as well as training to teachers and school staff in Puerto Rico and the Latin America region about interpretation of results, qualitative analyses, and the incorporation of results into the teaching and learning processes. This position requires, not only subject-matter expertise, but knowledge and skills in technologies for item creation, item cloning, and digital testing in general. In this role, you will: Test Design and Development Lead the development of paper-pencil and digital testing of the PCMAS and CEPA suite, and any other assigned program, incorporating technologies of item generation, item cloning, and digital assembly of tests. Provide leadership, plan, organize, and review the work of the content specialists, item writers, editors, proofreaders, consultants, and committee of examiners for our programs. Organize the work of content managers for the test assembly of new operational forms for the assigned programs. Establish and update annual test calendars of the PCMAS and CEPA suite, and any other assigned program. Plan accurately with Item bank management the new item development needs for the assigned programs. Strengthen the item bank, including the development of new items with the support of the content specialists and committees for PCMAS and any other assigned program. Deliver on time assessments. Develop the year plan budget of the PCMAS and CEPA suite, and any other assigned program. Ensure compliance of test parameters for new forms (test specifications, blueprints, and master data); teamwork with the Research, Measurement, and Psychometrics team and follow standards agreed with the Quality Assurance team. Deliver “first draft” of tests to the Publishing team (paper-pencil and digital) with the established quality controls. Train item writers and assess their work. Provide training to teachers, school staff, administration, and academic managers about interpretation of results, qualitative analyses, and the incorporation of results into the teaching and learning processes, as well as any changes in the PCMAS, CEPA suite or any other assigned programs. Develop training materials, study guides, and practice tests for students, teachers, and users of LATAM’s tests. Perform any other duties or tasks as assigned or required. About You PhD, EdD or equivalent in psychology, education, or related field Knowledge of testing, evaluation, and assessment design and development Knowledge of test item construction, format, style, and test assembly Knowledge of curriculum design and development Experience in teaching at the K-12 and university levels Experience in management/supervision Experience in developing and delivering training Fluent in Spanish and English with excellent verbal and written communication skills Competency with MS Office, specifically, Excel, PowerPoint, and Word Team player with a positive and approachable spirit to the work Strong interpersonal skills and customer service orientation Proactive problem solver who can handle multiple projects simultaneously, prioritize workload, and work independently Take initiative and use judgment to make decisions in the absence of specific directions Insightful and able to pay close attention to detail Design and document new and enhanced processes that deliver continuous improvement Availability to work on site in our Puerto Rico office Preferred, but not required Knowledge of competency models: design and development Experience with Microsoft Project, Zoho, and LucidChart #LI-LINKEDIN About College Board We are a mission-focused, not-for-profit membership organization promoting innovation, equity, and excellence for all students.
