POSITION SUMMARY: The Shelter Director is responsible provides oversight of all shelter operations, including but not limited to: serving as the 24 hour on-call contact; staff scheduling, training, and supervision; maintaining a safe, clean and pleasant facility; creating and maintaining an environment of respect for all residents, staff and volunteers; ensuring meals are provided; ensuring resident needs are met including providing clinical oversight (assessing and advising about residents with mental health issues, substance abuse issues, behavioral issues, etc.); represent the program and the organization in public speaking engagements, volunteer recruitment and solicitation of donations; ensure compliance with all funding requirements; maintain required data base; complete grant reports and assist in grant applications; provide required demographic information and program outcomes when requested;

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Fosters a safe, supportive environment and positive community interaction in a congregate residential setting.
  • Maintains a safe, clean and pleasant facility; creating and maintaining an environment of respect for all residents, staff and volunteers.
  • Creates, oversees and implements a menu that provides all residents with appropriate nutritional needs, while also accommodating those residents which are required to eat a special diet at the request of a licensed physician.
  • Works with programs and community partners in assessing and advising about residents with mental health issues, substance abuse issues, behavioral issues, etc.).
  • Represent the program and the organization in public speaking engagements, volunteer recruitment and solicitation of donations.
  • Provides required demographic information and program outcomes when requested;
  • Provides crisis intervention, practical support, emotional support, and education to shelter guests.
  • Provides case management, counseling, and advocacy to children, youth, adults, and families who have experienced household adversities.
  • Ensures that the shelter is physically safe for residents of all ages.
  • Develops a 24/7 staff schedule and provides routine on-call coverage including nights, weekends, and holidays in rotation with other subordinate shelter staff, when necessary.
  • Maintains all required documentation in accordance with policy & procedures, and other applicable mandates.
  • Maintains strict confidentiality of information, both written and verbal, according to the program policy and legal requirements.
  • Uphold all policies and procedures, legal, and regulatory obligations in individual behavior and job performance by accessing proper channels for accountability and redress if policies are breached and by educating shelter residents about their rights and responsibilities with regard to policies, legal and other applicable mandates.
  • Collaborates with leadership to define and certify shelter policies and services to ensure services provided model a safe and homelike atmosphere.
  • Demonstrates a positive attitude, self-motivation, organization, and resourcefulness while maintaining a reputation through proven action of being team and client oriented and willing to assist where/when needed.
  • Manage internal and external relations with individuals, institutions, agencies to foster community partnerships.
  • Develop, implement, review, and revise shelter operating policies and procedures in collaboration with the Tribal Administrator.
  • Create, implement and manage the approved annual operating budget.
  • Apply for available grants/funding sources, when available.
  • Responsible for the hiring, training, and supervision of shelter staff to ensure clarity of job requirements and obligations.
  • Set attainable goals and conduct performance reviews, encouraging professional and personal development opportunities.
  • Create, maintains and participates in the emergency on-call system to ensure shelter coverage is adequate according to the child staff ratio.
  • Monitor and evaluate program outcomes to ensure the results align with the objectives of the program.
  • Stay informed about best practices and trends in youth services, incorporating relevant innovations into program strategies.
  • Demonstrated understanding of domestic violence as well as its effects on survivors of domestic violence.
  • Ability to support survivors in crisis with empathy while maintaining professional boundaries.
  • Ability to advocate effectively on behalf of clients.
  • Experience working and learning within culturally diverse teams, and a commitment to effectively serving a diverse client population.
  • Proficiency across the following skills: verbal and written communication, collaboration, organization, and use of computer and technology for basic communication and work products.
  • Demonstrates a positive attitude, self-motivation, organization, and resourcefulness while maintaining a reputation
  • through proven action of being team and client oriented and willing to assist where/when needed.
  • Ability to negotiate different personalities and work under competing priorities
  • Represent the organization at community events, conferences, and meetings.
  • Possess the ability to assess an emergency situation and respond effectively.
  • Locate, refer and require staff training in all areas to ensure the shelter is providing the best possible care and service to residents.
  • Other duties as assigned.

 

REPORTS TO: Reports to the Tribal Administrator and is responsible for the supervision of all program staff.

 

PHYSICAL DEMANDS: Must be able to lift up to 25 lbs. Must be able to stand, walk or sit for long intervals of time. Must be able to participate in outdoor activities with residents. Some work may be completed in a 24/7 shift setting.

 

WORK ENVIRONMENT: A majority of work will be completed in an office setting with occasional duties being completed in the residential setting which may cause occasional stress due to extenuating circumstances.   

 

QUALIFICATIONS:

  • Must possess a bachelor's degree in Social Work, Human Services or related field.
  • Must possess a minimum of five (5) years of work experience in a similar emergency children/family residential setting.
  • Must possess a minimum of three (3) years of supervisory work experience.
  • Must be willing to submit to and pass drug testing.
  • Must be willing to submit to and pass a Covered federal background investigation.
  • Must possess a CPR/First Aid certification (may obtain within 60 days of employment).
  • Must have current immunization, TB skin test, Tdap booster, and Hep A & B series completed.
  • Preferred experience: experience working directly with troubled youth and challenged families.
  • Must possess a valid driver's license and be insurable under the Comanche Nation motor vehicle policy.
