Description
The Kentucky Alcoholic Beverage Control is the premier law enforcement agency enforcing alcohol and tobacco laws and regulations in the Commonwealth of Kentucky. Investigators are highly-skilled members of a team of law enforcement professionals who work to provide a vital link between the alcohol industry and the citizens of the Commonwealth. From the initial inspection of a prospective new premises to the use of investigative techniques in mitigating access of alcohol and tobacco to minors, our investigators work to safeguard communities across the Commonwealth.

The Kentucky Alcoholic Beverage Control is a participating Kentucky Law Enforcement Foundation Program Fund (KLEFPF) agency. Investigators are required to possess and maintain a Peace Officer Professional Standards (POPS) certificate. Investigators currently receive an additional $4,300.00 training stipend each year for adhering to the training guidelines established by the Kentucky Law Enforcement Council (KLEC).

Key Responsibilities:
  • Conducts investigations of violations of Kentucky and/or federal law relating to violations of alcohol and tobacco-related statutes
  • Observes for illegal activities and takes appropriate enforcement actions when necessary
  • Conducts and submits field report interviews and site assessments of proposed licensed premises
  • Completes Operation Zero Tolerance Details, Targeted Enforcement Details, daily activity reports, investigates complaints, completes timesheets and other documentation required for administrative and criminal assignments while adhering to the Kentucky Department of Alcoholic Beverage Control's Procedures Manual
  • Properly searches, seizes, marks, catalogs and secures evidence and contraband while maintaining the chain of custody in accordance with the Kentucky Department of Alcoholic Beverage Control's Procedures Manual
  • Conducts the required number of tobacco inspections. Issues administrative citations/warnings for tobacco violations under Chapter 438. Achieves and maintains FDA Commission status. Follows guidelines of FDA Program Coordinator and testifies at FDA hearings. Recruits investigative aids and supervises them during tobacco inspections
  • Carries a firearm and intermediate weapons in accordance with the Kentucky Alcoholic Beverage Control's Procedures Manual and may use physical/deadly force in accordance with KRS 503.090
  • Displays proficiency with issued firearms during firearms training and qualification. Displays proficiency with issued intermediate weapons during training and testing
  • Testifies at administrative and criminal proceedings
Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Must have two years experience in the field of investigative law enforcement or a related field of investigation.

Substitute EDUCATION for EXPERIENCE: NONE

Substitute EXPERIENCE for EDUCATION: Experience as a sworn law enforcement officer will substitute for the required education on a year-for-year basis.

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): Must possess a valid driver's license prior to appointment in this classification. Must be 21 years of age. Employees in this classification are subject to the provisions of KRS Chapter 15 and 503 KAR 1:140 relating to peace officer certification as administered by the Kentucky Law Enforcement Council. Working Conditions
May work irregular hours due to nature of investigative work. Will be required to travel in the course of investigations. Works in all types of weather.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
