The department seeks to hire a smart, experienced, hardworking, and dependable KBE/KDE Education Academic Program Manager (All STARS Coordinator).
This position is eligible for consideration for a hybrid schedule that allows for a combination of in-office and approved alternative work scheduling. The agency may terminate or modify the telecommuting arrangement at any time.
DUTIES AND RESPONSIBILITIES:
Applicants and employees in this classification may be required to submit to a drug screening test and background check.
Applicants currently under contract with a local school district are required to provide a written release from their superintendent prior to an offer of employment is given.
In accordance with KRS 161.220 the applicant selected for this position will become a member of the Kentucky Teachers’ Retirement System.
The Kentucky Department of Education (KDE) participates in E-Verify and will provide the federal government with your Form I-9 information to confirm that you are authorized to work in the U.S. KDE will only use E- Verify once you have accepted a job offer and completed the Form I-9.

DUTIES AND RESPONSIBILITIES:
- Serves as project coordinator for the Kentucky Department of Education (KDE) Preschool Development Grant Birth through Five (PDG B-5) All STARS work.
- Coordinates regional preschool Quality Rating Improvement Systems (QRIS) All STARS site visits with Regional Training Centers (RTCs), and with childcare and Head Start as needed.
- Manages All STARS ratings based on evaluation of preschool sites (data, observations, interviews, related information).
- Develops reports and technical assistance based on site evaluations, and coordinates work with RTC staff, childcare and Head Start evaluators.
- Supports regional training and professional learning related to All STARS implementation.
- Completes and maintains inter-rater reliability training.
- Supports implementation of other PDG B-5 objectives and deliverables at state and regional level, as needed.
- Tracks and monitors regional All STARS ratings, as well as district implementation of recommendations related to Tiered Quality Rating Improvement Systems (TQRIS).
- Performs other duties as assigned.

Minimum Requirements
EDUCATION: Applicants must be a graduate of a college or university with a master’s degree in education
EXPERIENCE, TRAINING, OR SKILLS: Five years of professional experience in education or a related field
Substitute EDUCATION for EXPERIENCE: NONE
Substitute EXPERIENCE for EDUCATION: Current Rank II or Rank I certification by the Education Professional Standards Board will substitute for the required educational requirement. Additional professional experience in the field of education will substitute for the required educational requirement on a year-for-year basis.
