The Department of Labor & Industry is seeking a Workforce Development Analyst 2 to perform professional and technical analytical work in English and Spanish in areas related to the administration of the federal Foreign Labor Certifications (FLC). DESCRIPTION OF WORK

As a Workforce Development Analyst 2, you will present as the primary point of contact for H-2A Agricultural job orders and the secondary point of contact for H-2B Non-Agricultural job orders. In this role, it is essential to maintain and enhance a working knowledge of legislation, regulations, policies, procedures, and trends related to the Workforce Innovation & Opportunity Act (WIOA), and the Wagner-Peyser Act, including programs such as FLC and services to Migrant Seasonal Farm Workers (MSFW).

You will have the opportunity to conduct independent MSFW outreach in all service areas throughout Pennsylvania and coordinate MSFW outreach efforts with PathStone, as the National Farmworker Jobs Program grantees, and with public and private community service agencies and MSFW groups. Excellent interpersonal skills are vital, as you will be traveling to farm labor camps in designated counties statewide to provide information in English and Spanish about PA CareerLink® and other organizations’ services and inform MSFWs of their rights and document their complaints.

Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:
  • One year as a Workforce Development Analyst 1; or
  • Two years of experience in performing technical work in a workforce development program, and a bachelor’s degree; or
  • An equivalent combination of experience and training.

Other Requirements:
  • This position requires the selected candidate to be able to read, write, and speak in Spanish. You may be contacted for a Spanish speaking proficiency evaluation conducted by the Bureau of Talent Acquisition, PA Office of Administration. If contacted, you must pass the speaking evaluation in order to be deemed eligible for this position. Your proficiency in reading and writing in Spanish must be demonstrated during the probationary period to achieve regular status in the position.
