Job Duties

Central State Hospital (CSH) is a 277 bed Joint Commission accredited psychiatric inpatient facility located in Petersburg, Virginia. CSH has proudly been serving citizens of the Commonwealth since 1870, when we opened our doors as the first psychiatric hospital in the country dedicated to the treatment of African Americans. A new and modern CSH is currently under construction on the same property, with a scheduled completion date of 2027.

CSH maintains the only maximum-security treatment facility in the state (111 beds). We also have 166 beds available for individuals in the community who need inpatient care, as well as individuals in the criminal justice system. We believe that treatment should be holistic and focused on the person’s individual needs, recognizing that recovery is not linear or the same for every person. Treatment modalities may include medication, evidence-based group and individual therapy, peer support, psychosocial rehabilitation, vocational training, preparation for court, and treatment for substance use.

Central State Hospital is currently recruiting a Security Captain to join our progressive team. The purpose of the position is to provide for the oversight of Public Safety Officers on the Petersburg Campus (Central State Hospital and Hiram W. Davis Medical Center), and to provide an efficient and effective means of reducing crimes and safety hazards through education, patrol, investigations, recovery of property and fire prevention.

Job Duties include but not limited:
- Effectively Supervises assigned Supervisors.
- Provide Management for the Department to ensure consistency amongst all of the shifts.
- Make rounds on a daily basis ensuring that staff are in compliance with Maximum Security Unit and Hospital policy and procedure.
- Ensure proper security coverage for their assigned areas
- Conduct Interviews to assist with the recruitment and retention of staff.
- Assist with providing training to the Department as well as other Disciplines as assigned.
- Ability to Write and Revise Policy, Procedures and Operating Procedures.
- Maintain membership on Hospital Committees as well as attend other Discipline meetings to provide Input from a Safety and Security Standpoint
- Ensure that updates and briefings are provided to the Chief Security Officer on a daily basis
- Ensure that background checks and fingerprint procedures are adhered to with less than 5% errors each month.
- Make rounds in patient care units to build rapport and trust with patients and staff
- Coordinates with the EOC Manager to ensure that the facility is prepared to respond to emergencies and to ensure that the role of DPS is clearly understood by DPS staff.
- Perform and Review investigations per Hospital and Departmental Policy and Procedures.
- Ensure that reports are factual and detailed.
- Ensure that completed reports are forwarded to the appropriate persons and places.
- Work with other Disciplines to ensure that investigations are properly handled
- Work with various law enforcement agencies to deter and prevent contraband on campus.
- Review investigative reports to ensure that assigned staff are completing them correctly.
- Ensure that an email is sent to the Chief Security Officer on pertinent information
- Ensure staffing schedule is submitted in a timely manner ensuring adequate shift coverage.
- Ensure that shift schedules and shift changes are entered in Kronos
- Monitor assigned staff to ensure that Kronos is signed off at the end of the pay period.
- Ensure that Supervisors are consistently documenting shift OT and that the documentation is accurate and done daily.
- Ensure that Officers are documenting accurately on all Departmental logs and assignments.
- Ensure that monthly Fire Drills and Extinguisher checks are completed 100% each month

Minimum Qualifications

- Valid Virginia Driver’s License
- Previous Security Experience.
- Mental Health Experience
- Supervisory/Leadership.

Additional Considerations

- Experience training others preferred.

Knowledge, Skills and Abilities to successfully perform the job include:
Knowledge of law enforcement, and the ability to compose clear and concise investigative reports and other written communication; the ability to compose and revise departmental policies, procedures and instructions. Knowledge of Virginia law and regulations; the ability to operate a motor vehicle in a safe manner and be able to perform preventive operator’s maintenance; ability to become certified as a DCJS unarmed Security Officer. Perform effective searches of property; Maintain excellent interpersonal communication skills for dealing with sensitive, emotional or potentially controversial interpersonal situations. Exhibit the ability to operate a personal computer and perform data entry; and the ability to work a flexible shift when needed for Department needs.
