Summary:

Community Care Cooperative (C3) is a 501(c)(3) non-profit, Accountable Care Organization (ACO) governed by
Federally Quality Health Centers (FQHC). Our mission is to leverage the collective strengths of FQHCs to improve
the health and wellness of the people we serve. We are a fast-growing organization founded in 2016 with 9
health centers and now serving 150,000 Medicaid beneficiaries who receive primary care at 18 health centers
across Massachusetts. We are an innovative organization developing new partnerships and programs to improve
the health of members and communities and to strengthen our health center partners.

Job Summary:

The Director of Revenue Applications position will be housed under a new subsidiary organization of C3,
Community Technology Cooperative, LLC (CTC). The Director of Revenue Applications oversees an extensive
portfolio of a large range of systems, applications, and information technology that are critical to the clinical and
business needs of the CTC community. They select and implement new systems through a full system life cycle
to support CTC needs and additionally manages a complex production environment requiring 24 /7 user support
and uptimes on the majority of systems. The director is responsible for identifying opportunities for
improvement and maximizing the use of existing functionality in an integrated way where possible, with a
particular focus on interdependencies between applications, clinical intersections and billing operations, and
other CTC systems. She, he or they supervises enterprise-level applications and custom integration solutions
including major enhancements, interfaces, functions, and features.
This position supports a variety of software applications that may support clinical processes of patient care, or
administrative applications including billing, financial, etc. These applications may be on various platforms
(example client server/web/cloud based, differing operating systems, etc.) with/without devices, including
remote access requirements, could be managed internally, or hosted, etc. These applications may be integrated
with devices that further integrate into other systems and can deal with information from internal or external
sources. Additionally, source information can be from the user community and/or the patient community as
well. This makes the application portfolio complex and variable.

Responsibilities:
  • Oversees requirements setting, programming, system selection, testing, and implementation standards
to support standards and code reuse
  • Manage the most challenging support, downtime planning, and problems, This could involve the entire
cycle inclusive of RFP development through contract negotiation to implementation and into
maintenance
  • Responsible for the complex or critical business processes, applications, and clients of the organization.
  • Evaluated system changes for impact on workflow to the user community in an ever-increasing manner.
  • Provide information technology (IT) solutions
  • Manages and implements new systems to support needs
  • Responsible for developing and maintaining ongoing relationships with key software vendors to
proactively manage and maintain the environment
  • Maintains standards for these vendors and works closely with them around industry controls for safety,
change control, compliance, and upgrades
  • Interfaces with the entire IT staff and other departments to ensure performance requirements are met
for any existing or new applications and that business needs are understood and incorporated into
support and acquisition plans
  • Work closely with the various departments and establish close working relationships to allow and foster
fluid and rapid change as needed to meet the needs of the organization and the department
  • Approximately 70 varied major applications along with a myriad of complex interfaces are part of the
current portfolio
  • Directs system analyses, system modifications, and purchases by leading project teams or
supervising/mentoring staff
  • Manages operating and capital budgets for staff and systems
  • Participates in quality improvement activities
  • Active member of the IT change control board ensures that critical IT and non-IT department-managed
systems participate in this process
  • Ensures that new Applications and Interface group staff understand change control requirements and
adhere to department procedures
  • Be part of the IT Senior Directors, Directors, and Managers who rotate the chair of change control board
role
  • Ensures that vendors authorized to access CTC systems as part of their support obligations conform to
CTC policies and that access times are validated on a routine basis
  • Be involved in a variety of IT internal projects as both a leader and a participant. Examples of this could
include but are not limited to process improvement, management development, new technology
integration, or skills development
Other Responsibilities:
  • Communicates planned or unplanned disruption of service to clients and IT staff in a timely manner
  • Coordinates cross-functional processes and works to resolve issues
  • Communicates, as needed, to other CTC departments, work in progress to ensure that other systems are
not adversely affected
  • May be required to work on the page/call rotation for the IT Administrator on-call function and/or other
rotations as needed
  • Ensures that work meets established standards, uses the appropriate technology, and is adequately
tested
  • Reviews and approves documentation
  • May be responsible for the presentation of results to clients and/or management
  • Performs workflow analysis in both clinical and administrative settings
  • Aids other departments in developing systems to enhance their workflow
  • Participates in the IT Change Control Board to evaluate program/process changes, Leads the Change
Control Board meetings on a rotation schedule
  • Participates and oversees the development of interfaces between systems
  • Develops annual operating and capital budgets
  • Works with Senior Director in the annual budget process
  • Works with Senior Management in project scheduling and planning for the current year and the multiyear horizon
  • Participates in Regulatory Requirements that require system functionality and implementation.
  • Participates in Committee work across the organization as required, including but not limited to
Revenue Cycle enhancement, etc.
  • Coordinates quality control activities and monitoring of integration work and other critical process
workflow points that may present a high risk, particularly in the clinical process, Develops methods to
track and address issues
  • Work closely with the Web Development, database management, and analytics group to address
systems questions and support CTC in the uploading and using CTC data
  • Works closely with the Helpdesk to identify user support call trends to improve satisfaction and reduce
support calls and on-call expense where possible
  • Supports the CIO as needed, Performs a major annual budgeting support role orchestrating and
summarizing user needs and priorities
  • Develops draft of Application Project requests
Desired Other Skills:
  • Familiarity with the MassHealth ACO program
  • Familiarity with Federally Qualified Health Centers
  • Experience working in a provider organization
  • Experience working in a managed care environment
  • Experience with anti-racism activities, and/or lived experience with racism is highly preferred
Qualifications:
  • BS or equivalent in computer science, or related field with masters or work towards preferred
  • 10 years of relevant IT work experience with a minimum of 5 years of supervisory/team
lead/management experience, including experience with applications, change management, project
management, Significant experience working in a complex health care organization and deploying
systems to meet user needs, Demonstrated project management experience required
