POSITION SUMMARY:
The Jail Liaison Manager is primarily responsible for the management of all services, program and coordination and completion of the services and offerings of the Crisis Department delivered to probation and detention facilities as well as serving as a representative of CHA in the community to seek potential members. This position ensures effective and efficient delivery of service(s) to members and their families, as required. The Jail Liaison Manager is responsible for supporting ongoing program development, implementation and facilitation as required. General supervision is received from the Director of Crisis Services or Regional Director and work is reviewed through meetings, reports, and results achieved.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
1. Supervise and support jail liaison staff as assigned, providing annual performance evaluations and ongoing feedback.
2. Plan, develop, and implement all jail related services and associated administrative operations and activities, including policies and procedures appropriate to the population served and monitor and evaluate their administration to ensure compliance.
3. Assist with the interviewing and hiring process of new staff for department.
4. Participate in jail and probation meetings.
5. Prepare weekly and monthly reports on program status and accomplishments; submit reports to Arizona Complete Health as required.
6. Coordinate services provided with other organizations and social service agencies and refer members to other community resources and organizations as needed.
7. Respond to requests from the community to engage people who may need behavioral health services.
8. Manage highly sensitive and confidential information.
9. Perform routinely jail liaison duties to include:
- Complete community re-entry visits for the Adult Detention Center.
- Complete jail visits, working in collaboration with community agencies.
- Complete assessments and SMI determinations.
- Develop treatment intervention strategies, provide direct intervention services, and make referrals where appropriate.
o Meet with community members face-to-face and educate them about entitlements and Behavioral Health Services; coordinate access to entitlements through Health-e Arizona.
o Provide PCPs, Emergency Departments and local stakeholders with information regarding entitlements, behavioral health services and benefits of behavioral health treatment.
o Coordinate access to behavioral health services for individuals such as assisting in the agency intake process and provide ongoing encouragement.
o Establish and maintain positive, productive working relationships with all possible referral sources, traditional and non-traditional, including :
i. Human service programs
ii. Shelter programs
iii. First Responders and other local officials
iv. Courts
v. Business community
vi. Medical community
vii. Government agencies
viii. Child Protective Services
ix. Schools and other educational institutions
o Use Motivational Interviewing techniques to engage community members into care.
o Demonstrate continuous efforts to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Perform special assignments, projects, and other duties as assigned.
Minimum Qualifications Required To Perform Job:
Bachelor’s degree in behavioral health or related field and three years of experience working in a behavioral health environment, or equivalent combination of education and experience. Previous management skills preferred but not required. Excellent oral and written communication skills. Excellent listening skills, and the ability to make independent decisions. Must maintain an Arizona Level One Fingerprint Clearance Card.
Cultural Competency & Skills:
Must understand culturally competency and apply cultural competency principles to all services delivered. Skills necessary to engage and work with others from diverse ethnic and cultural groups. Ability to demonstrate efforts to comprehend the needs of Bilingual English/Spanish speaking members.
Conditions and Equipment:
Working conditions include office setting as well as program setting specific to population and customers. Fast paced and demanding supervision of multiple programs and services. This person will be active in supervising a variety of programs in a variety of settings with some travel necessary. Equipment operation includes computer, phone, fax machine, copy machine, printer, and automobile.
