Job Scope: This position assists individuals to lead lives of dignity and independence by performing duties in the design, development, implementation, management and evaluation of Level of Care 4 services and supports within Assertive Community Treatment (ACT) for persons who reside in Gregg, Harrison, Marion, Panola, Rusk and Upshur, Bowie, Red River and Cass counties. Develops, monitors and evaluates procedures to provide the LOC 4 service arrays including Pharmacological Management; Clinical Coordination; Psychosocial Rehabilitation; COPSD services; RN Nursing Services; Supported Housing services; and, after hours on call in order to insure services meet or exceed the DSHS-MH standards as specified in:

DSHS Performance Contract; Fidelity Toolkit-Rehabilitative Services; Utilization Management-Service Package 4; Mental Health Community Service Standards (25 TAC Chapter 412 Subchapter G); Medicaid Mental Health Rehabilitative Services (25 TAC Chapter 419 Subchapter L).

Insures provision of services by Unit personnel meet established performance measures of productivity, therapeutic rapport, communication, identification of service goals/objectives, consumer attention, knowledge of subject material and community standards. Insures all service, SAI personnel, and billing documentation are accurate and is filed and/or entered into electronic databases according to established timelines. Facilitates the appropriate admission and discharge of clients into unit services. Performs complex administrative tasks and completes program evaluations to insure service operations meet or exceed payer standards and requirements and internal and external customer expectations. Effectively integrates service activities within the larger constellation of Center and community service options in order to make a wider array of services available to the client population. Is the responsible budget manager which includes identifying potential new payers and strategies to access new funds and managing budget to insure expenses do not exceed income. Insures all personnel actions within assigned units and services comply with Center Personnel Policy and Procedure Manual. Develops and assures implementation of successful strategies to market select services to new payers/customers.

This position also serves as supervisor on-call after hours and weekend covering all nine counties.This position makes high level decisions effecting clinical systems, client care, and organizational culture.

Education/licensure

Graduation from an accredited college or university with a masters/doctoral degree in human services and licensure in the state of Texas as a Licensed Professional Counselor, Licensed Masters Social Worker-Advanced Clinical Practitioner or Certified Psychologist that meets the Departments criteria for a Licensed Practitioner of the Healing Arts.

Current valid driver's license in state of residence.

Experience/Knowledge

Requires thorough knowledge in the provision of integrated mental health, rehabilitative and crisis treatment services consistent with a master's degree, licensure in field of mental health and a minimum of five (5) years' experience.

Physical requirements that are bona fide occupational qualifications essential to the performance of the job:

  • Mobile and able to bend and reach during an 8-12 hour day.
  • Visual and auditory acuity sufficient to evaluate, treat and monitor client needs.
  • Work endurance sufficient to work an 8 to 12 hour day.
