Description:
- The Multimedia Architectural Networking Design Optimization (MANDO) program engineers, sustains and evolves the Defense Information System Network (DISN), Defense Information Systems Agencies (DISA's) ability to develop and integrate innovative capabilities and services critical for the growing and dynamic needs of the Warfighter. It supports the modernization of existing infrastructure through network enhancements, and it strengthens cybersecurity at all network layers. It drives innovation through automation to deliver faster services at reduced costs.
- The DISN Management Networks (DMN), which includes the DISN OSS Data Communications Network (DCN) and the ADIMSS Telemetry Network (ATN) infrastructure, provide a robust, scalable, dedicated IP based out-of-band (OOB) network for transporting classified and unclassified network management traffic. The ATN provides management for the voice network.
- Consolidated Database Architecture (CDBA) is an overarching Network Services Connections (NSC) framework that serves the DISN user community. CDBA is made up of four systems all custom developed in Java with an Oracle Database component.
Responsibilities:
- The Task Order Project Manager serves as the primary point of contact for specific DISN Management Networks (DMN) task order activities and is responsible for all aspects of the assigned tasks over the entire life cycle.
- The Project Manager oversees assigned engineering and development support for the OSS Lab development and testing, CDBA, the technology refreshment of the DISN management tools and general task order level management. The Project Manager for the DMN task will support the higher-level DMN Program Manager and the MANDO Program Manager in working with the Government Contracting Officer (KO), Contracting Officer Representative (COR), the task order-level TMs, Government management personnel and customer agency representatives.
- Manages a full time blended Prime/ Subcontractor program team of approximately 30 or more people.
- Responsible for providing technical direction and administrative management of all contract activities for specific task order(s).
- Manages multiple concurrent tasks and projects to support the DISN's continual expansion, growth, optimization, tech refresh, new capabilities, new services, and other changes.
- The PM will direct, plan, organize, control, and manage the projects/programs to ensure that all contractual obligations are fulfilled in an efficient and timely manner.
- The PM will provide guidance and direction to multiple cross-competency technical teams ensuring efficient planning and execution of all tasks.
- Ensures all tasks and technical solutions are developed, completed, and implemented on time and
- within budget.
- Attend meetings and serve as the primary POC with the Government on technical and project issues and will be responsible for regularly briefing Government leadership on project status, deliverables, and milestones.
- The PM will manage the acquisition and employment of project resources and control financial and administrative aspects of the project.
- Provides Monthly Task Order Status Reports and Quarterly Program Status Updates as required.
- Ensures all contractor personnel maintain current and active certifications and clearances.
Required Skills:
- More than 10 years of IT program/ project management/ task order support experience is required
- Demonstrated experience of managing programs worth over $5 million dollars and a team of over 30 employees
- Demonstrated expertise in project management leading large, complex enterprise level programs and projects to successful execution.
- Experience working with DISN and its technologies.
- Experience working with DISA task orders is desired but not required.
- Experience working with Microsoft Office tools, specifically Word, PowerPoint, Excel, and Project
- High proficiency in technical writing
- Excellent communication, effective leadership, and interpersonal skills
- High-level management and leadership skills
- Must be a U.S. Citizen
Education/ Certifications:
Candidates must possess the following:
- Bachelor's degree in a technical or managerial discipline, i.e., Business Administration / Management, Computer Science. Master's Degree preferred.
- Solid experience managing DoD and/ or Government programs preferred.
- Current Project Management Professional (PMP) certification required.
