Position Summary
Title: Planner
Department: Community Development
Reports To: Director of Community Development
Location: 122 East Main St. Bedford, VA 24523
Hours: Monday - Friday, 8:30am - 5:00pm
Performs intermediate professional work in the handling of a variety of planning assignments; does related work as required. Reviewing diverse land use applications and issuing permits; ensuring compliance with ordinances, statutes and regulations; providing professional planning services; gathering and analyzing data; providing staff support to boards and committees; administering ordinances. Work is performed under regular supervision of the Director and Senior Planner.
Essential Duties and Responsibilities
Reviews site plans, plot plans and subdivision plats for compliance with subdivision and zoning ordinance.
Issues zoning permits.
Conducts field inspections of proposed areas of subdivision of land.
Evaluates special review projects for compliance with Comprehensive Plan.
Enforces zoning ordinance; reviews zoning permits for compliance with appropriate ordinances and to confirm location and ownership; writes official notices of zoning violations.
Meets with citizens to discuss development plans.
Prepares staff reports for special use permits, re-zonings, variances, special exceptions, text amendments to the Zoning and Subdivision Ordinances, and special review projects.
Assists with the development, emending, and updating the Comprehensive Plan.
Consults with County officials, citizens, developers, and engineers regarding permits, approvals, guidance and explanations related to ordinances, rules, regulations and procedures.
Attends a variety of meetings and staff boards, commissions and committees relating to planning, zoning and development issues.
Assists Permit Technicians with Planning- related questions at the front counter.
Performs related tasks as required.
Accomplishes all tasks as appropriately assigned or requested by management.
Participates in employee meetings and trainings as needed.
Performs special projects as assigned.
Meets attendance requirements and maintains the highest level of dependability.
Consistently demonstrates ability to respond to changing situations in a flexible manner in order to meet current needs, and reprioritizes work as necessary.
Qualifications
Education/ Experience:
Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in urban planning or related field and some planning experience.
Knowledge/ Skills and Abilities:
General knowledge of the principles and practices of planning and zoning; general knowledge of current literature and recent developments in the field of planning and zoning; some knowledge of online review systems; ability to analyze and systematically compile technical and statistical information and to prepare technical reports; ability to interpret various rules and regulations; ability to prepare and present technical information clearly; ability to establish and maintain effective working relationships with associates and the general public.
Certifications/ Licenses:
Possession of current Virginia Association of Zoning Officials (“VAZO”) certification as a Certified Zoning Official is desirable. Upon obtaining Certified Zoning Administrator certification from VAZO, employee shall be entitled to a 3% raise in the next fiscal year. Upon obtaining Certified Transportation Manager, employee shall be entitled to a 2% raise in the next fiscal year.
