Job Summary
Responsible for performing professional work conducting financial and compliance audit examinations of businesses operating within the Culpeper County and Town to ensure proper application and enforcement of County tax ordinances. Must ensure compliance with all regulations regarding financial reporting of business related tangible personal property and machinery and tools. Researches laws and General Attorney opinions in order to determine whether or not a business should be taxed. Work is performed under minimal supervision.
Job Functions
- Performs complex financial and compliance audit examinations to ensure proper application and enforcement of applicable laws and regulations; identifies the scope of the audit, creates a plan, audits and reviews federal and state tax returns, depreciation schedules, and profit and loss statement in order to ensure an accurate accounting of gross receipts and capital assets; obtains, analyzes, and present resulting data in order to effectively convey findings and implications
- Performs extensive research as necessary to support legal issues relating to the Code of Virginia and County ordinances pertinent to the Commissioner of the Revenue's office
- Reviews listings from general contractors and sub-contractors, federal Schedule C's' publications and listings by federal agencies on contract awards, and various other resources to ensure proper assessment
- Provides technical assistance to local businesses in filing required reports for equipment subject to taxation and assists with interpretation of codes, guidelines and policies.
- Assist taxpayers with applications for federal and state registration certificates
- Periodically visits business operations within the County and Town to ensure proper reporting and compliance of business actions
- Works closely with business owners, CPA's, lawyers and others; negotiates and resolves differences and conflicts with reporting, assessments and appeals
- Research, analyze, compile and compare relevant data (reports, valuation guides, internet tools, etc) to ensure property assessment correctness
- Assesses/Determines value of property subject to taxation using criteria established by Code of Virginia
- Applies the tax rate established by the governing body to generate tax
- Performs internal and external discovery methods including field work and desk audits to ensure proper assessment of property
- Makes assessment determinations on non-formal appeals based on evidence
- Responds to taxpayers orally and in writing
- Works closely with other local and state offices/agencies to ensure tax assessment compliance
- Researches and interprets Code of Virginia language, case law and Attorney General/Tax Commissioner rulings
- Prepares all business personal property supplemental assessments, exonerations, adjustments and refund requests
- Performs data entry, analyzes data, researches, organizes, compiles, calculates and compares relevant data
- Maintains confidentiality of taxpayer information
- Maintains a knowledge of county/state and office policies and procedures
- Maintains compliance with county and state tax codes
Qualifications
Minimum Qualifications & Experience
Requires Bachelor's degree in accounting, business administration or related field, minimum two years' experience in audit or four years' experience in accounting. OR any combination of coursework, training and experience equivalent to a Bachelor's degree with a major concentration in accounting, audit or related field; minimum four years' experience. CPA or related certification preferred.
Special Requirements
Must possess satisfactory results of a criminal history background and credit check. Must possess a valid Virginia Driver's License.

Tasks involve the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds). Must be able to operate office and computer equipment. Must be able to endure extended periods of time at a keyboard or workstation.
