Who are we looking for?
We are seeking a highly motivated and experienced individual to join our team as a DEIB Specialist. As the DEIB Specialist, you will play a critical role in developing and implementing strategies that promote diversity, equity, inclusion, and belonging within DHR. With your diverse background in anti-racism policies, LGBTQ advocacy, and training experience, you will be a catalyst for positive change and help shape an environment that embraces diversity in all its forms.

  • Coordinate, develop, and implement Diversity, Equity, Inclusion, Belonging (DEIB), and Anti-Racism personnel-related work. Implement initiatives from County-wide strategic plans, Department of Human Resources (DHR) strategic plans, MAPP goals, and Board motions into personnel functions such as training, policy, compliance, performance, and more. Individuals must lead DEIB programs, projects, and initiatives; use sound judgment and expertise to develop DEIB and anti-racism policies, procedures and guidelines; and conduct higher-level of assessments measuring change and impact of all DEIB and ARDI related work.

  • Assess County-wide training needs; design, develop, and facilitate/mediate comprehensive training programs, curriculum, and materials specifically designed with the integration of County-wide ADEIB and anti-racism goals and initiatives (this includes leading the advancement of training with a lens of diversity, equity, inclusion, and acceptance); maintain training to align with County-wide strategic plan, DHR strategic plan, and Board motions and initiatives. Training topics may include but not limited to diversity, anti-racism, discrimination prevention, power and privilege, microaggressions, anti-hate training, by-stander/up-stander training, LGBTQ /SOGIE training, change management, and inclusion/belonging training.

  • Develop, advance, and cultivate work environments that encourage and support equity, diversity, and inclusion with a sustainable approach. Assess potential equity related gaps and barriers in advancing DEIB and race related goals; address complex and/or sensitive issues; develop, coordinate, and implement equity related surveys with focus on DEIB, race, culture, etc; analyzing, interpreting and preparing surveys, metrics, and studies to identify gaps, barriers, and areas of concern; and consult and coordinate partnerships with County departments to advance DEIB and departmental anti-racism initiatives.

  • Provide guidance, consultation and communication to departments related to Equal Employment Opportunity (EEO), DEIB, and anti-racism programs, initiatives, and makes recommendations for resolution on complex and/or sensitive workplace concerns.

Specialty Requirements:

We are looking for individuals who possess:
Three (3) years of professional human resources experience* independently performing diversity, equity, inclusion, and belonging (DEIB) work developing programs, policies, training, and mediating complex dialogues (e.g., difficult conversations with various viewpoints, beliefs, and values, discussions of topics with intricate details) to promote diversity, anti-racism, discrimination prevention, anti-hate, and inclusion/belonging initiatives. 

Special Requirements Information:
*For Los Angeles County employees, professional human resources experience is gained at the level of Los Angeles County classification of Human Resources Analyst III and is defined as independently conducting analysis of personnel operations, and providing services in the administration of organization-wide Human Resources programs. Examples of the Los Angeles County classes acceptable at this level are Administrative Services Manager II; Program Specialist III, CEO;  and Staff Analyst, Health or higher.


ENDORSEMENT OF COUNTY QUALIFICATIONS:
Employees who wish to qualify using experience gained in county classifications that are not at the level of the classification listed above must provide verification of qualifying out-of-class experience by providing official documentation of additional responsibility bonus, out-of-class bonus, temporary assignment bonus or reclassification study with CEO Classification with your application at the time of filing or within seven (7) calendar days from application submission. Employees do not need to submit such verification if they hold or have held a position at the level of the classification listed above.

WITHHOLD INFORMATION:
No withholds will be allowed for this examination. Required experience must be fully met and indicated on the application by the last day of filing.

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS:
2 - Light.  This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

Part II: An Evaluation of Training and Experience assessing:
 
  • Experience developing and facilitating Diversity, Equity, Inclusion, and Belonging (DEIB) trainings
  • Experience consulting clients on DEIB-related areas
  • Experience using related eLearning management systems
  • Experience developing and revising DEIB-related policies, procedures, and practices
 
MULTIPLE-CHOICE AND SIMULATION ASSESSMENTS ARE NOT REVIEWABLE BY CANDIDATES, PER CIVIL SERVICE RULE 7.19.
 
Candidates must achieve a passing score of 70% or higher on the examination in order to be placed on the Eligible List.

ELIGIBILITY INFORMATION:
The names of candidates receiving a passing grade in the examination will be placed on the eligible list in the order of their score group for a period of three (3) months following the date of promulgation.
 
VACANCY INFORMATION:
The resulting eligible list will be used to fill the vacancy within the Department of Human Resources.
