Position Summary

The Refugee Nurse is a part-time registered nurse in the TB/Refugee Health Program, who’s primary role is to ensure that prompt Refugee Health Assessments are conducted soon after arrival to identify communicable diseases that may interfere with the resettlement process and achieving self-sufficiency.

This part-time RN will also help prevent the spread of disease while promoting and protecting the public’s health, including the identification of health concerns, communicate these concerns promptly to the medical and dental homes for patient follow-up.

The part-time RN will be responsible for processing referrals for Refugee Health Assessments, scheduling appointments, review of overseas medical documentation, conducting health assessments, ensuring that appropriate referrals are made and the follow-up of referrals. The FT LPN is also able to effectively communicate with both internal and external customer.

The part-time RN will conduct additional duties as assigned in the TB/Refugee Clinic.

· The TB (tuberculosis) Control/ Refugee nurse is a registered nurse in the TB/Refugee Health Program.

· This RN provides patient assessments, nursing diagnosis, education, counseling and comprehensive case management/care coordination services in specialized clinics of Mecklenburg County Public Health and other community settings.

· The TB/Refugee RN utilizes public health nursing skills in assessing the provision of specialized health services for a diverse social, cultural and economic population who are multi-lingual.

· The TB/Refugee RN may be required to make home visits or provide visits in other community settings.

· Site hours are Monday through Friday, 8 am -5pm. Weekend and afterhours work maybe required for unplanned contact investigations or public health events.

· Must be able to provide effective education, counseling, medication monitoring and supervision, including Directly Observed Therapy (DOT) involving prevention and spread of TB and other communicable diseases.

· A recommended knowledge of State TB Control, Refugee Health and the CDC policies, procedures and protocol for the provision of treatment and management of TB and screening for persons with Refugee status.

· Injection competence is strongly preferred.

Assess patient health problems and needs, develop and implement nursing care plans, and maintain medical records. Administer nursing care to patients. May advise patients on health maintenance and disease prevention or provide case management

Essential Functions

•Document patient history, related findings, service performed along with necessary coding.

•Perform Physical assessments.

•Monitor, record, and report symptoms or changes in patients' conditions.

Maintain accurate, detailed reports and records.

Instruct individuals, families, or other groups on topics such as health education, disease prevention, or childbirth and develop health improvement programs.

Record patients’ medical information and vital signs.

Prepare patients for and assist with examinations or treatments.

Assess the needs of individuals, families, or communities, including assessment of individuals' home or work environments, to identify potential health or safety problems.

Order, interpret, and evaluate diagnostic tests to identify and assess patient's condition.

•Modify patient treatment plans as indicated by patients' responses and conditions.

Direct or supervise less-skilled nursing or healthcare personnel.

Consult and coordinate with health care team members to assess, plan, implement or evaluate patient care plans.

Provide health care, first aid, immunizations, or assistance in various locations.

Prepare rooms, equipment, or supplies and ensure that stock of supplies is maintained.

Conduct specified laboratory tests.

Comply with infection control programs, advising or consulting with specified personnel about necessary precautions.

Work with individuals, groups, or families to plan or implement programs designed to improve the overall health of communities.

Consult with institutions or associations regarding issues or concerns relevant to the practice and profession of nursing.

Refer students or patients to specialized health resources or community agencies furnishing assistance.

Provide or arrange for training or instruction of auxiliary personnel or students.

Engage in research activities related to nursing.

Participate in quality improvement activities

Conduct various community visits such as home, hospital, shelter locations and workplace.

Perform administrative or managerial functions, such as taking responsibility for the clinic’s staff, budget, planning, or long-range goals.

Minimum Qualifications

Experience:

Minimum of one year of work experience as a Registered Nurse (RN).

Will consider recent RN BSN graduate with three (3) years health department work experience as an LPN.

Education:

Bachelor’s degree or higher in Nursing from an accredited college. If a higher degree in Nursing was conferred without a BSN, employment may be possible with the stipulation the incumbent successfully completes course work and exams for Principles and Practices of Public Health Nursing within one year.

Licenses and Certifications

•Current license to practice as a Registered Nurse (RN) in NC issued by the NC Board of Nursing or another Nurse Licensure Compact State.

•Current certification in Basic Life Support (BLS) for Healthcare Providers (CPR & AED) by the American Heart Association that is valid for at least 90 days after hire. Maintenance of this certification is required and as funds are available may be supported as part of employment.

•May require a valid North Carolina or South Carolina driver's license.

•May require the ability to obtain and maintain a Mecklenburg County Operator's Permit (COP).

•May require an Annual Motor Vehicle Record (MVR) check required.

Preferred Qualifications

•One (1) year community-based nursing experience preferred

•Med-surg and/or internal medicine, and experience in fast-paced clinical setting is highly recommended

•Bilingual (Spanish/English), preferred.
