The Health Agency's Drug and Alcohol Services Division is hiring a Program Manager I/II to oversee Drug Testing and Administrative Operations. This position will also collaborate with the Justice Services Division as the Adult Drug Court Coordinator and oversee multiple grants/data collection in both divisions.

This limited term position, funded through September 2027, supports the Adult Drug Court program and other related Divisional operations (such as drug testing, recovery residences, transportation, and other criminal justice programs in the continuum of care).  The Program Manager will supervise approximately ten staff and be responsible for statistical information, submission of required grant reports, data collection in the electronic health record, and ensuring all evaluation reports are submitted in the federal databases in a timely and accurate manner.  Collaboration and productive working relationships are needed with internal partners (such as the fiscal and financial teams, and the contract team), and external partners such as the recovery residences, Superior Court, Judges, Probation Department, and attorneys.

The ideal candidate will possess the following:
  • Advanced knowledge of substance use treatment and other behavioral health treatment best practices, as well as a demonstrated ability to collaborate and educate, coach and train wide varieties of audiences, and be the liaison between our court and treatment teams.

  • Experience and ability to supervise staff and ensure that they are meeting grant/stakeholder objectives.

  • Ability to conduct research, prepare reports and make presentations to policy-making entities.

  • Experience in grant or other project writing and budget management.

  • Administrative experience in Drug and Alcohol Services Division.

  • Master’s Degree, Bachelor’s Degree, or related work experience in Public Policy or related fields preferred. 

Minimum Qualifications

A combination of education, training, and experience resulting in the required knowledge, skills, and abilities. An example of qualifying education and experience includes:

Program Manager I: Graduation from an accredited four-year college or university with a bachelor’s degree in a program related field. In addition, two years performing supervisory, administrative, analytical or fiscal work in a program related field.

Program Manager II: One year of experience equivalent to Program Manager I.
