General Statement of Duties 
Under general direction, to perform a variety of accounting, fiscal analysis, and auditing in the preparation, maintenance, and analysis of Countywide fiscal records and financial transactions; to learn County fiscal policies, procedures, and computerized fiscal management; to provide lead direction, training, and work coordination for other County department fiscal support staff; and to do related work as required.   This position exists only within the Auditor-Controller's office.
 
Distinguishing Characteristics
This is a specialized classification. This classification is a for cause, non-exempt position. Incumbents have responsibility for performing the most difficult, complex, and specialized technical government accounting and statistical record keeping support work, requiring substantial background and experience in the area of financial and statistical record keeping where assigned on behalf of the County as a whole.  Incumbents perform a variety of accounting and auditing work requiring some knowledge and background.  Incumbents may be assigned to a special work area as dictated by the needs of the Auditor-Controller's Office.  This class is distinguished from a Fiscal Tech III in that incumbents are required to maintain an expansive knowledge of all departments and their functions; perform technical work requiring more comprehensive knowledge of the countywide financial system and departmental requirements. It is distinguished from the Accountant/Auditor class series in that Accountant/Auditors perform professional work requiring more formalized training and knowledge of accounting theory and principles. An incumbent is learning the computerized systems with the goal of gaining the capability to exercise a coordinating role as they advance to a higher position.

Senior Accounting Analyst, Payroll/Accountant Supervisor, Assistant Auditor-Controller, Auditor-Controller.
 
Classifications Supervised
 
This is not a supervisory class.  However, incumbents provide work coordination and training for other county department fiscal support staff, and may assist in providing information and instruction to other county or state fiscal office staff.

Essential Functions

In a training, learning, and basic working capacity: performs accounting work in the establishment and maintenance of County fiscal records; maintains a variety of ledgers and journals; reviews fiscal records to ensure proper disbursement of funds; maintains and balances revenue information; performs special financial analysis assignments; coordinates balancing of County cash accounts with the banks and Treasurer/Tax Collector's Office; coordinates posting of journal entries; reconciles problem accounts; provides work direction, coordination, and training for fiscal support staff for County departments; performs adjusting entries, after verification as requested in audit reports; provides other County staff with a variety of information regarding fiscal processes and  procedures; learns the County's computerized financial management systems with the goal of exercising coordination responsibilities. Performs a wide scope of the most complex and specialized technical financial and statistical record keeping work; maintains journals, general ledgers, and subsidiary ledgers; maintains and updates accounts receivable controls and accounts; classifies and posts expenditures to budgetary accounts; maintains detailed job process and administrative overhead records; maintains and updates

complex financial and statistical reports; receives and classifies accounting data; identifies and resolves a variety of complex account and statistical record keeping problems; initiates budget transfers to cover account shortages; operates computers, using County financial software, special  on-line software used in an assigned County department, and spreadsheets; explains financial procedures and assigned area technical account record keeping requirements to other staff, representatives of other government agencies, and the public; provides lead direction, work coordination, and training for other staff.

  •  Methods, practices, and terminology of financial and statistical record keeping.
  • Laws, rules, and regulations governing the maintenance of fiscal records in the area of assignment.
  • Basic principles and terminology of government accounting, budget management and function.
  • Good public relations techniques.
  • Maintenance of files and information retrieval systems.
  • Computerized financial information systems used by the County.
  • Modern office methods and procedures.
  • Principles of lead direction, training, and work coordination.
  • County entity structure and function.
  • Federal, state regulations including, but not limited to, Board of Equalization and
    Internal Revenue Service.
  • Principles of account classification.
  • Basic accounting theory, principles, and practices and their application to a variety of accounting transactions and problems.
  • Computerized spreadsheet, database, and word processing software.
  • Principles of work direction, work coordination, and training.

  • Monitor and update fiscal records.
  • Prepare a variety of financial reports and statements.
  • Gather, organize, analyze, and present a variety of information.
  • Make mathematical calculations quickly and accurately.
  • Use a computerized financial management system.
  • Establish and maintain cooperative working relationships.
  • Recall and implement specific criteria for all departments within the county entity.
  • Process a large volume of accounting work in an organized manner and consistently meet strict deadlines.

Training and Experience:

Any combination of training or experience that would provide the knowledge and skills to successfully perform the listed duties is qualifying.  A typical way, but not required, to obtain the required knowledge and skills would be:

    - Two years of previous financial and statistical record keeping work experience comparable to that of a Fiscal Technician III with Siskiyou County.

Typical Physical Requirements

 Sit for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 25 lbs.; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, and FAX.

Typical Working Conditions

Work is performed in an office environment; continuous contact with other staff and the public.
