The Human Resources Department (County HR) is a team of 60 employees who provide human resources and risk management services to the County's 28 departments. These diverse services include benefits, classification plan management, disability management, employee and labor relations, equal employment opportunity, HR information systems, occupational safety and health, recruitment and examination, risk management, and workforce development. In support of the various divisions and units in HR, our Administrative Services Analyst is an expert resource who works with internal contract managers, County Central Purchasing, and County Counsel to create, finalize, and track contracts, amendments, and Requests for Proposals (RFPs) for new and existing HR services. As a resource for HR management and staff, this position also works to identify and analyze complex problems, prepare recommendations, and implement solutions that improve day-to-day office operations. To support our team’s facility, IT, reception, and workplace safety and security needs, our Administrative Services Analyst:
  • Manages the department's office spaces and coordinates the setup and adjustment of workspaces and technology access rights in conjunction with internal HR and county-wide safety, IT, and facilities partners
  • Supports lobby reception staffing needs including training, managing communications regarding changes in coverage communications, and leading monthly office support team meetings
  • Coordinates office supply and equipment inventory management, ordering, replacement, maintenance, and installation schedules, and departmental recordkeeping related to paper supply ordering with respect to SB 1183 California’s SB 1183 waste and recycling law
  • Maintains departmental staff contact and evacuation lists, sign-in sheets, and office seating and organizational charts
  • Serves as the department's HR Liaison (HRL), coordinating with departmental managers to facilitate hiring, onboarding, and offboarding activities
  • Provides training to staff when changes and improvements to operational resources occur
  • Uses Microsoft Office software, financial system software, and other related software to track, follow up, and communicate project status updates

As our next Administrative Services Analyst and ideal candidate, you assess situations with an empathetic, solution-oriented, customer-focused approach. You are collaborative, across all levels of an organization, and can maintain effective working relationships with a diverse base of internal and external contacts. Additionally, you have:
  • Contract administration experience, strong attention to detail, and the ability to research, organize, and conduct analysis and statistical studies related to contract use and spend
  • Office management experience, including experience facilitating personnel onboarding/turnover, and staff procurement, facilities, and/or IT-related needs
  • Project management experience and knowledge of reverse scheduling techniques
  • The ability to prioritize workload, and are able to adjust to new or emerging projects or initiatives 
  • An eye for analyzing logistical challenges and creating process improvements
  • Effective verbal and written communication skills, are highly organized, and like working in a fast-paced environment
  • Used Microsoft Office, financial system, and other related software as a service to track, follow up on, and communicate project status updates
The position’s hours are typically Monday through Friday, from 8:00 am to 5:00 pm and work is performed onsite, in an office environment. Certifications and training in contract, procurement, and project management and/or HR-related certifications are desirable but not required. However, a sense of humor is a must! Education: Any combination of course work and training which would provide an opportunity to acquire the knowledge and abilities listed. Normally, academic course work in public administration, business administration, management, accounting, political science, economics, statistics, English composition, psychology or closely related courses would provide such an opportunity.

Experience: Work experience which would provide an opportunity to acquire the knowledge and abilities listed. Normally, one year of full-time professional level staff experience related to general administration, accounting, budgetary analysis, or human resources work including research, analysis, and preparation of written reports and recommendations would provide such an opportunity.

License: Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.
Working knowledge of: principles and practices of business and public administration as pertinent to area of assignment; principles, practices and political implications of decisions regarding budgeting, fiscal management, human resources and contract management; principles and methods of work planning, staffing analysis and project management; techniques and practices of research methodology, data collection, and analysis; report writing; application and use of basic statistics; the use of electronic information equipment and specific systems as used within the department.

Knowledge of: operations and functions of county government and the structure and function of the assigned department; modern supervisory management and human resources practice; modern office methods and procedures.

Ability to: plan, organize, and conduct research, analysis and statistical studies related to the various aspects of administration, budget and general management matters; collect, compile and analyze qualitative and quantitative data; review and implement changes in work methods, systems and procedures; understand, interpret and explain laws, regulations and policies governing program operations; prepare budgets, grant applications, service contracts and complex narrative and statistical reports; communicate effectively orally and in writing, and present conclusions and recommendations before advisory and policy bodies; establish and maintain effective working relationships with management, employees, clients, and the public in carrying out sound management policies; understand program objectives in relation to departmental goals and procedures; organize and prioritize work assignments; persuade, examine, and project consequences of decisions and/or recommendations; analyze administrative problems and budget requests; use of electronic information equipment and specific systems as used within the department; effectively supervise the work of technical and office support staff.

The selection procedure will consist of the following examination:

An Application & Supplemental Questionnaire Appraisal Examination (weight 100%) will be conducted to evaluate each applicant's application and supplemental questionnaire for satisfaction of minimum qualifications (pass/not pass); and for educational coursework, training, experience, knowledge, and abilities which relate to this position. Each applicant will be evaluated based on the following criteria
  • Relevance of work history, related experience, and achieved level of education and/or training as described in the application and responses to the supplemental questions.
Candidates demonstrating possession of the minimum qualifications will be placed on an employment list in order of most qualified to least qualified based on the achieved score received in the Application & Supplemental Questionnaire Appraisal Examination. Scores may be adjusted based on such factors as the number of candidates, anticipated vacancies, past practice, and natural breaks in the scores achieved by this group of candidates.

A background investigation is required prior to employment.
