The County of Yolo is recruiting to fill one (1) regular, full-time position in the class of Auditor III in the County Administrator's Office.
This position is eligible for a combination of remote and in-person work after an initial training period. In-person work will be performed in Woodland, CA.
The ideal candidate
The ideal candidate for the Auditor III position will possess advanced technical competencies in auditing, demonstrating expertise in generally accepted government auditing standards (GAGAS) and internal audit standards promulgated by the Institute of Internal Auditors (IIA). They will have a proven track record of performing complex audits, analyzing and implementing procedures and systems, and ensuring compliance with established policies and procedures.
The candidate will excel in leadership, capable of supervising and mentoring a team of professional auditors, and will have strong skills in planning, assigning, and reviewing audit work. They will have exceptional communication skills, able to articulate policies, procedures, and audit findings clearly and concisely to various stakeholders, including County department management, the Audit Subcommittee, and the Board of Supervisors.
A Master’s Degree in Accounting or Business Administration, along with professional certifications such as a CPA, CIA, or CFE, is highly desirable. The candidate will be adept in using computerized information systems and will possess a thorough understanding of the laws and regulations governing county operations. They will demonstrate a high level of integrity, independence, and efficiency in their work, capable of making sound recommendations to improve internal controls, data integrity, and operational effectiveness.
The Position
The Auditor III is the advanced journey and/or supervisory level class in the specialized, professional Auditor series. Incumbents in this class are responsible for performing the most difficult, complex, sensitive and responsible types of professional auditing duties. While most positions in this class require supervision of professional auditing staff, some positions will be allocated to this class where the responsibilities are so complex that incumbents are required to possess specialized, technical competencies and expertise at the advanced journey level. Due to the nature of work of the Auditor positions, these classes are solely reserved for use by the Division of Internal Audit.
Incumbents in this class report to an Audit Manager or other higher level management personnel. This class is distinguished from the higher class of Audit Manager in that the latter is the first level management class responsible for overseeing and managing the Division of Internal Audit. This class is further distinguished from the lower class of Auditor I/II by the regular, continuous performance of the full range of supervisory duties and/or the application of specialized, technical expertise required of the position. This class is not flexibly staffed with the Auditor I/II class, and allocations to the Auditor III class are limited.

Duties may include, but are not limited to, the following:
- Plans, prioritizes, assigns, supervises, reviews and/or participates in the work of auditing staff responsible for performing varied and complex audits of the fiscal and operational practices of county departments and special districts and preparing detailed audit reports.
- Schedules, distributes, and assigns work to employees; monitors work for progress and quality; ensures work is completed in a timely and efficient manner and/or performs the full range of technical and administrative supervisory responsibilities including interviewing and selecting staff; providing and/or coordinating training; working with employees to correct deficiencies; and recommending and/or implementing discipline.
- Provides training and mentoring to staff in accordance with established policies procedures, and auditing standards.
- Participates in the development and implementation of goals, objectives, policies and procedures; makes recommendations for changes and improvements to existing standards and procedures.
- Responds to and coordinates with manager to resolve customer inquiries and complaints.
- Performs the most complex operational and performance audits of County departments, activities, agencies, programs, or functions to evaluate overall effectiveness, including information integrity, policy compliance, internal controls, resource efficiency, and goal achievement
- Evaluates internal processes and information systems for efficiency, effectiveness, and conformity to legal requirements and best practices; makes recommendations for controls to ensure process reliability and data integrity.
- Prepares
- audit reports in accordance with Federal and State guidelines, and generally accepted government auditing standards (GAGAS), and internal auditing standards promulgated by the Institute of Internal Auditors (IIA).
- Presents audit reports to and consults on audit findings with County department management, Audit Subcommittee and/or the Board of Supervisors.
- Assists in the development of countywide internal control assessment programs.
- Makes presentations to the Audit Subcommittee, Board of Supervisors and conducts training workshops in accounting and internal auditing matters.
- Provides consulting services to departments and special districts relevant to business operations and internal controls.
- Attends and participates in professional group meetings; stays abreast of new trends and innovations related to the field of internal auditing.
- Performs related duties as assigned.
Minimum Qualifications
Education: A Bachelor’s Degree or higher from an accredited college or university in Accounting, Finance, Economics, Business Administration or a closely related field AND
Experience: Four (4) years of professional auditing experience comparable to the Yolo County classes of Auditor I/II.
Desirable Qualifications: A Master’s Degree in Accounting, Business Administration, or closely related field, and/or possession of a, California Certified Public Accountant (CPA) license, or Certified Internal Auditor (CIA), or Certified Fraud Examiner (CFE) designation is highly desired.
License
Positions in this classification require incumbents to possess and maintain a valid California driver’s license, Class C or higher, to carry out job related duties. Individuals who do not meet this requirement due to a physical or mental disability may request a reasonable accommodation.

- Communicate clearly and concisely, both verbally and in writing
- Develop and maintain cooperative, effective working relationships with others
- Apply customer service skills, including the identification of customer needs and follow up to ensure customer commitments have been met
