What are the responsibilities and job description for the Payroll Specialist position at County of York?

POSITION SUMMARY

Coordinate and perform complex clerical accounting work within the Payroll Department to ensure timely and accurate payment for all the County’s payroll obligations. Responsibilities include verification of daily time and attendance records to ensure compliance with Department of Labor Laws and be able to make corrections as required to those records. Individual should be knowledgeable with all union contracts and their application to the payroll process. Individual must be proficient in the payroll module of the Pentamation software system to accurately maintain employees’ numerous databases and be familiar with their interactions.

ESSENTIAL REQUIREMENTS

  • High School Diploma or equivalent
  • Four years minimum experience in an office environment and one year experience in payroll department
  • Proficient with Microsoft Word and Excel
  • Proficient with 10 Key calculator and computer keyboard
  • Must demonstrate excellent customer service skills responding to department needs for service and assistance
  • Must demonstrate ability to read and comprehend simple instructions and ability to write simple correspondence
  • Must maintain a high level of confidentiality
  • Must demonstrate attention to detail
  • Must demonstrate excellent interpersonal skills
  • Ability to add, subtract, multiply, and divide in all units of measure

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Reviews recording of daily time and attendance for accuracy and makes the necessary corrections.
  • Enters data of all new hires, terminations, or status changes.
  • Maintains payroll information by collecting, calculating, and entering data.
  • Knowledgeable on all union contracts and their application to the payroll process.
  • Maintains all employee leave balances including, sick, vacation, personal, and PTO leave banks.
  • Maintains employee union deductions and payment thereof to the union.
  • Resolves payroll discrepancies by collecting and analyzing information.
  • Coordinates special programs; such as United Way campaigns, Deferred Compensation, etc.; that involves payroll deductions.
  • Maintains payroll filing system.
  • Files reports on income verification and earning reports for Domestic Relations, Welfare, and Social Security.
  • Handles all employee payroll problems and questions in a timely and courteous manner.
  • Distributes payroll reports and timecards.
  • Contributes to team effort by accomplishing related results as needed.
  • Process payroll in supervisor’s absence.
  • Performs calculations on monthly perfect attendance.
  • Updates monthly accrual balances.

Other reasonable duties as assigned.

Job Type: Full-time

Pay: $16.66 per hour

Expected hours: 40 per week
