Responsibilities
- Participates in the process of analysis and review of the proposals submitted to ensure that they meet the criteria established by federal agencies
- Performs the systematic monitoring of the assigned programs during their initiation and RFP:
- Collects, analyzes and uses the information collected to monitor the progress of the programs, with the purpose of ensuring the achievement of the objectives.
- Requests and analyzes progress reports and submits follow-up memorandums for compliance with criteria during all phases of the program.
- Collects information on deficiencies and reports them for their due correction by sub-recipients or grantees.
- Makes various narrative and statistical reports, which include the preparation of tables, graphs, statistics explanatory memorandums, manuals and reports on the work done, as required.
- Analyzes the work plans of the assigned programs to verify and submit recommendations regarding their duration and phases.
- Participates in the analysis of the established criteria of the assigned programs and offers recommendations on whether the submitted proposals meet the needs to be met with such programs.
- Analyzes the measurable results of the implementation of the programs, according to the established criteria.
- Collects information necessary for the program implementation process and to optimize the allocation or reallocation of resources.
- Collaborates in the organization and preparation of orientations to personnel and municipal officials and agencies in relation to the federal programs of the Federal Coordination Office, as required.
- Participates in meetings with municipal and agency officials about federal programs, as required.
- Knowledge of the administration and monitoring of federal programs.
- Knowledge in the development and implementation of work plans.
- Ability to prepare RFQ / RFP
- Ability to interpret, apply technical principles and work tools effectively
- Ability to express oneself verbally and in writing clearly and precisely in English and Spanish.
- Review for program's Compliance and recommend for approval subrecipients public notices, RFP’s, Procurement procedures and Invoices prior to making a recommendation for payment.
EXPERIENCE:
- Bachelor’s Degree in Public Administration, Finance, Accounting, Business Administration, or related field and at least 3 years’ related experience in government grant writing, foundations, and corporations and s administration
- Experience with grants accounting and financial reporting
- Possesses ability to read and comprehend financial reports.
- Possesses ability to generate financial reports from various systems as needed.
- Ability to respond proactively to regulatory changes and trends
- Ability to complete work timely to meet deadlines and due dates.
- Ability to maintain records (both electronic and manual) to comply with record retention requirements.
- Identifies and resolves problems in a timely manner.
- Gathers and analyzes information skillfully.
- Develops alternative solutions.
- Works well in group problem solving situations.
- Uses reason even when dealing with emotional topics.
