CSAT Solutions LP is in search of an experienced Payroll and Benefits Administrator who will primarily be responsible for utilizing business acumen through the swift execution of Human Resources Best Practices. The ideal candidate will play an integral role in maintaining accurate, complete and compliant payroll processes and benefit plans. This position requires an extremely detail orientated person with significant knowledge of payroll and benefit administration, including California state and federal regulations.

Role and Responsibilities

  • Perform wide variety of record keeping and payroll processing activities for weekly and bi-weekly payrolls including computing wage and overtime payments. Responsible for reconciliations, maintaining accurate payroll, federal and state tax records.
  • Compile, analyze and records employee payroll data such as time, production, garnishments, PTO, insurance and 401(k) deductions to ensure accurate payroll data is processed using automated systems.
  • Assist HR Director with administering various employee benefits programs, such as group health, dental and vision, accident and disability, life insurance, and 401(k) benefits.
  • Coordinate daily benefits processing. Handle enrollments, COBRA, terminations, changes, beneficiaries, disability, accident and death claims, rollovers, QDROs, QMCSOs, distributions, loans, hardships and compliance testing.
  • Oversee maintenance of employee payroll and benefits files, maintain group benefits database and update employee payroll records.
  • Verify the calculation of the monthly premium statements for all group insurance policies and maintain statistical data relative to premiums, claims and costs. Resolve administrative problems with the carrier representatives.
  • Review and respond to unemployment claims with appropriate documentation.
  • Coordinate workers' compensation claims. Follow up on claims.
  • Provide customer service support to internal and external customers. Develop communication tools to enhance understanding of the company's benefits package. Design and distribute materials for benefits orientations, open enrollment and summary plan descriptions. Provide training and support to employees.
  • Work with external auditors to verify payroll and benefit compliance. Responsible for coordination and collection of complete and accurate documentation in preparation for audits.
  • Prepares weekly, monthly, quarterly and year-end reports (gross payroll, hours worked, vacation accrual, tax deductions, benefit deductions, etc.) for management.
  • Maintains current knowledge of applicable state and federal wage and hour laws. Stays current on payroll laws and familiar with ERISA compliance to ensure process and plans stay compliant.
  • Other duties as assigned.

Skills, Education and Training

  • Bachelors in Business Administration, Accounting, or Human Resources Management

Training & Skills

  • 5 to 7 years’ experience in Health and Welfare Benefit Plan and Payroll Management.
  • 3-4 years processing payroll for California and understanding of California specific payroll laws.
  • Ability to communicate with Upper Level Executives, Directors, Managers, Supervisors, or Peers- Providing information to by telephone, in written form, e-mail, or in person.
  • Ability in resolving conflicts and negotiating with others - handling complaints, settling disputes, and resolving grievances and conflicts, or otherwise negotiating with others.
  • Ability in establishing and maintaining interpersonal relationships - developing constructive and cooperative working relationships with others, and maintaining them over time.
  • Ability in analyzing information and evaluating results to choose the best solution and solve problems.
  • Evaluating Information to determine compliance with company standards - Using relevant information and individual judgment to determine whether events or processes comply with laws, regulations, or standards.
  • Strong Microsoft Office Excel Suite a must
