What are the responsibilities and job description for the Army Program Manager position at Curtiss-Wright?
An experienced Program Manager will provide support to PacStar's US Army customers and programs located primarily at Aberdeen Proving Ground, MD. The position will lead the coordination of activities and deliverables to ensure program goals and objectives are met. The Program Manager is responsible for communicating with the PacStar Production, Product and Engineering teams and coordinating successful execution and delivery of our solutions to the customer.
The candidate will be the local interface to ensure that PacStar is meeting its program obligations. The job includes managing forecasts, planning and growing the program as well as identifying new program opportunities and working with the PacStar Account Manager(s) to support capture strategies and proposal response.
This person needs to be a hands-on, detailed oriented person with a strong technical understanding of network and communications technologies. The successful candidate will have a broad set of skills to both lead and contribute to the large variety of issues which affect program and project execution. These include classic program management skills of coordinating resource allocation, strong technical skills to participate in discussions with the customer that directly affect programs schedule/scope/definition, and detailed understanding of Army programmatic reporting and processes. The ideal candidate will have a strong IT/Networking/Communications engineering background who also has significant Army program management experience.
Your Challenge:
o Network architectures and associated technologies (e.g. switching, routing, firewalls, VPN's, etc.)
o Commercial wireless technologies (802.11 and private cellular)
o Be primary point of contact for Army customer organizations for all information regarding program timing, task scope, and status
o Proactively pursue solutions and work-arounds for schedule and product delivery challenges
o Particular emphasis is required in the enablement of the transition from low rate production to full rate production
o Coordination and resolution of product returns/repairs and warranty actions
o Work with PacStar engineering and sales teams to orchestrate technical solution-building sessions and capability demonstrations with customers
o Assist the sales team and business development team in responding to requests for white papers, proposals, and quotes
- Provide coordination for successful execution of US Army based orders/programs
- Primary point of contact with PacStar Army program customers regarding project scope, status, and issue resolution
- Active participation in technical discussions with customers. The ability to understand technical discussions and tradeoffs is critical.
- Broad technical base to understand all elements of PacStar solutions. Design level expertise is not required, but the technical foundation to understand all the elements of a particular system and how they inter-relate is critical.

- Coordinate across multiple functional areas to maintain overall program schedule of activities
o Be primary point of contact for Army customer organizations for all information regarding program timing, task scope, and status
o Proactively pursue solutions and work-arounds for schedule and product delivery challenges
- Full Life cycle customer point of contact related to program delivery
o Particular emphasis is required in the enablement of the transition from low rate production to full rate production
o Coordination and resolution of product returns/repairs and warranty actions
- Anticipate problems and provide proactive risk management measures
- Responsible to help drive program growth and capture of new business
o Work with PacStar engineering and sales teams to orchestrate technical solution-building sessions and capability demonstrations with customers
o Assist the sales team and business development team in responding to requests for white papers, proposals, and quotes
- This is a remote position. However, onsite attendance at customer locations (primarily Aberdeen Proving Ground, MD) is frequently required. Occasional travel to other customer facilities across the U.S. is required.

Your Expertise:
- 10 years' experience in Program Management of technology-based projects
- Experience managing Government/DoD programs is required, specifically Army is a plus.
- Strong leadership and organizational skills. Attention to detail required
- Strong technical skills in the area of networking, security, and IT technologies. While not an engineering position, the technology drives the program. The ability to understand and participate in the resolution of technical issues is critical.
o Understanding of network management software tools and techniques is desired
o Prior military experience with network and tactical communications systems is desired
o Ability to understand BOMs and network architectures of complex integrated communications solutions
- Ability to perform budget estimation and basic financial management of service contracts
- Experience with Government CDRLs and compliant delivery as defined in contracts/orders
- Understanding of US Army PPBE Process and acquisition processes is a plus
- Ability to manage and maintain multiple programs
- Ability to work across company departmental lines and communicate effectively for successful project deliveries is required
- Excellent people and communication skills across multiple disciplines is required
- A technical degree and/or formal IT/Security/Networking certifications are a plus
- Accuracy and attention to detail is a must
- Must be able to self-organize workloads and manage all deadlines
