- Manages the day-to-day functional operations of the Human Resources Department and assists the Director in the administration of departmental programs, plans, and policies
- Assists the Director of Human Resources in organizing, planning, developing, coordinating, and implementing an effective human resources program for all DCHA organizational entities; prepares and updates plans and priorities; participates in the setting of program goals and objectives; and evaluates the degree to which they are achieved
- Participates in the formulation of budgets for the Human Resources Department; conducts an ongoing review of budget expenditures; and submits related reports
- In consultation with the Director, plans routine operations, special projects, and new and improved activities; reviews and approves work plans; confers with subordinates to develop appropriately structured activities with clearly defined tasks, responsibilities, reporting requirements, and timeframes; and supervises and effectively utilizes HR Department employees, including: planning/organization of assignments, and development of timelines for administrative assignments and special projects; review of work; utilization of personnel to accomplish work objectives and to develop increased capabilities of employees; rating employee performance in accordance with established standards; recommending personnel actions; interviewing and selecting new employees; approving/disapproving leave; investigating complaints and resolving differences between employees and groups of employees; providing for training; and giving such other guidance as needed to assure the expeditious accomplishment of work and the development and maintenance of competent staff
- In consultation with the Director, manages the planning, development, implementation, coordination, and monitoring of a comprehensive DCHA-wide training and career development program which includes: leadership development; career planning/monitoring; mentoring; development of individual training plans; overall objectives and available resources; timeframes; scope of training programs; possible approaches and desired outcomes; DCHA-wide training needs assessments; and training priorities
- Analyzes and resolves complex, precedent-setting problems, keeping the Director informed of potentially controversial findings, issues, or problems with widespread impact; and meets with senior management officials to present findings, explain the significance of conclusions, justify recommendations, and answer questions on staffing, recruitment, labor, and employee relations issues
- Maintains the performance management program for employees
- Administers and controls the Human Resources Information System (HRIS) for DCHA; examines, verifies, and manages automated services processing payroll or other human resources data using HR Perspective; and participates in the development and enhancement of the HRIS application for other Human Resources-related projects
- In consultation with the Director, manages the DCHA-wide customer service initiative and the development of a Customer Relationship Management Plan; coordinates and plans the tasks of the Customer Relations Advisory Team to ensure continuous design, development, and implementation of various training programs on basic customer service principles and techniques; and works with outside consultants to ensure timely and efficient dissemination of organizational culture surveys and customer satisfaction surveys
- Manages the effective administration of workers compensation programs, ensuring accurate recordkeeping and compliance to federal, state, and local regulations and DCHA policy; and provides assistance and support to managers and other staff to ensure resolution of problems and issues related to workers compensation
- Facilitates and develops communication strategies to reinforce proper compliance within DCHA; and serves as liaison among vendors, carriers, other Human Resources staff, and the employees
- Develops, coordinates, and implements DCHA’s Employees Recognition and Awards Program
- Coordinates and manages the Passport-to-Work Summer Youth Employment Program on an annual basis, sponsored by the District of Columbia Department of Employment Services; facilitates orientation for the summer youth workers; and coordinates the David Gilmore Essay Competition and Awards Program
- Manages DCHA’s Emergency Evacuation Plan, ensuring: training for all employees on evacuation procedures; preparation and quarterly audit of departmental emergency evacuation kits; proper display and posting of emergency evacuation posters; and coordination of fire drill procedures during new employee orientation
- Provides technical expertise in resolving various Human Resources functional issues
- Conducts staff meetings, and originates ideas for motivating staff and increasing productivity levels
- Represents the Human Resources Department in meetings with local district agencies and outside vendors
- Performs other duties as assigned
