SUMMARY: 

The Coordinator, Emergency Planning is responsible for coordinating all DC Water emergency planning functions and plays a key role in planning for, protecting, and maintaining public safety.  The Coordinator, Emergency Planning will work as part of the Office of Emergency Management team to anticipate and respond to threats to public safety, such as acts of terrorism, natural disasters, epidemics, and major industrial accidents. 

 

ESSENTIAL FUNCTIONS:

  • Manages and coordinates all DC Water emergency planning activities.  This includes, but is not limited to:  the DC Water Emergency Management Plan, Incident Specific Response Plan, incident management team training, and exercises.
  • Operates and sustains the DC Water Emergency Alert System (DC Water EAS) including sending alerts, creating reports, data entry, employee and contractor sign-up, and trouble-shooting support for users.
  • Responsible for external citywide planning and training to enhance the Public Works Emergency Support Function (known as ESF-3), and the DC Water-related portions of the District Response Plan.
  • Reviews and writes current emergency response plans and training needs consistent with the District of Columbia National Incident Management System (NIMS) certification requirements.
  • Works with all departments to ensure emergency response plans and training are included in standard operating procedures.
  • Assists in the development of a DC Water-wide emergency preparedness and response budget.
  • Establishes an annual plan for conducting emergency management training and exercises and ensures this plan corresponds with the District’s training and exercise plan.
  • During activation of the DC Water Incident Management Team, serves as the Planning Section Chief.  This includes the development of the Incident Action Plan and Incident Briefing Document for all emergency and planned events (NSSE’s, etc.).
  • Operates Authority vehicles as an essential function of the position.  Maintains vehicles and/or equipment in a clean and orderly manner. Reports any operating deficiencies to the appropriate Authority personnel.
  • Performs other related duties and projects as assigned at the discretion of Manager, Emergency Management

Key Working Relationships: Internally, has Authority-wide interface with all departments; externally, acts as a key liaison to various District of Columbia emergency response agencies and organizations.

 

EDUCATION / EXPERIENCE & OTHER MINIMUM QUALIFICATIONS REQUIRED:

The minimum qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential function satisfactorily. Reasonable amounts of training are provided.

  • Bachelor’s Degree in Emergency Management, Fire Protection, Safety Management, or related discipline from an accredited college or university plus a minimum of four (4) years of progressive experience in practical emergency response planning, and implementation of procedures for an organization.  Must have knowledge of the Incident Command System (ICS), industry best practice Emergency Response requirements, or equivalent combination of education and experience.
  • Prefer experience, knowledge, and application in: Presidential Policy Directive 8, National Preparedness and associated documents and programs (e.g. National Preparedness Goal, National Preparedness System, and Strategic National Risk Assessment), National Response Framework (NRF), Department of Homeland Security (DHS) guidance, Homeland Security Exercise and Evaluation Program (HSEEP) and all aspects of NIMS.
  • Prefer professional certification or commencement of training and/or courses to acquire professional certification as Certified Emergency Manager (CEM), certificates in Incident Command System (ICS), Emergency Management, Homeland Security/Emergency Management, and/or completion of NIMS core coursework.
  • Ability to work in a fast-paced environment with high daily pressure to meet deadlines.
  • Must possess and maintain current a valid Motor Vehicle Operator’s Permit and a DC Water Vehicle Endorsement.
  • Must possess excellent written and verbal communication skills.
  • Utilizes a personal computer and maintains a working knowledge of applicable software programs (i.e. word processing, spreadsheets, e-mail, etc.).

  • May be required to stand and walk for long periods during emergencies.
  • Ability to work with exposure to severe conditions (weather, dust, heavy pollen, potentially toxic vegetation, insects, hostile domestic pets, etc.) and/or emergency situations involving self, co-workers and/or the public. Subject to noise, vibration, and to hazards from a variety of physical conditions.

  • The duties of this position may require working varied hours throughout the day.
  • This position is required to work a varied work schedule, which will include nighttime hours, to visit DC Water facilities and job sites to conduct emergency response reviews.
  • Employee is considered as essential personnel and therefore must report to work as scheduled under all weather conditions.
