What are the responsibilities and job description for the Per Diem Wiring Inspector position at Dedham?
The Town of Dedham seeks highly qualified candidates for the position of per diem wiring inspector to inspect work in connection with the enforcement and interpretation of the Massachusetts Electrical Code, MGL 141/CMR 527 and other applicable laws that pertain to electrical installations, maintenance, and repairs.
Candidates should have the following education, experience and skills that are listed below:
Education and Experience
- Massachusetts license as a Master electrician preferred
- Minimum Journeyman’s License as required by MGLc.166-32 (as of 2022)
- Minimum of five years of experience as a licensed electrician working in construction, including residential, commercial, industrial, alarm systems and traffic signals
- Proficiency in the use of Microsoft Office Suite, financial software and the willingness to learn new software programs as needed
- Valid motor vehicle operator’s license
- Must receive an acceptable CORI/SORI report
Knowledge, Ability and Skill
- Working knowledge of the Massachusetts Electrical Code (NFPA 70)
- Working knowledge of the principles and practices of electrical wiring
- Working knowledge of utility company requirements for electrical service
- Basic knowledge of Massachusetts Building and Plumbing Codes and OSHA guidelines
- Ability to enforce the code fairly, tactfully and impartially
- Ability to maintain records and prepare technical reports
- Ability to plan, organize and perform inspections
- Ability to research business identities and licenses with the Massachusetts Secretary of State’s office and Massachusetts Division of Occupational Licensure (DOL) Board respectively
- Ability to interact appropriately with the public, town departments, board members, contractors, and other members of the building community.
- Ability to work independently to perform field inspections
Supervised by: Works under the administrative supervision of the Building Commissioner Employees functions independently, referring to the State Board of Electrical Examiners for clarification or interpretation of MGL Chapter 141/CMR 527 policies and procedures.
Essential Functions of the Job:
- Performs inspections of electrical installations, for which permits have been issued, to ascertain compliance with applicable codes and approved plans; takes appropriate measures to correct unsafe or unlawful conditions
- Reviews and approves proposed electrical wiring installation plans for town owned properties; accepts engineer electrical plans for non-town owned properties
- Utilizes computer permitting software to review and issue permits.
- Verifies licenses and business structures as required by MGL
- Calculates permit fees, issues permits for proposed installations and maintains associated records
- Represents the Town of Dedham to the Massachusetts Division of Professional Licensures and the Board of State Examiners of Electricians for hearings
- Responds to emergency requests from the Fire, Police, and Building Departments and assists the Fire Department in the investigation of fires to determine if caused by electrical malfunctions
- Provides responsive service on all electrical complaints of property owners, tenants, and others, issues violation notices, and ensures that corrective action is taken
- Assists Town Counsel in preparing documents for prosecution of violations, files court complaints and attends court or other administrative board hearings to present testimony.
- Verifies proper apprentice/journeyman ratio at job sites as required by MGL 141
- Provides information and technical assistance to contractors, homeowners, electricians, and other interested parties
- Advises other town departments in electrical proposals for construction, maintenance and upgrades of town owned buildings and properties
- Determine safe access to jobsites for inspections (lifts, roof access points)
- Attends continuing education as required to maintain Massachusetts state issued licenses

Job Environment/Physical and Mental Demands:
Some work is performed under typical office conditions; other work is performed under varying field conditions, with exposure to weather conditions, wiring and job site equipment, toxic or caustic chemicals or fumes, and hazards associated with construction sites. May spend a significant portion of the workday outdoors, exposed to variable weather conditions. Moderate physical effort is demanded when making inspections. The employee may spend all, or a large portion of the workday in the field and is frequently required to climb, stoop, bend, reach, pull, push, lift, and hike while making inspections. The employee is required to walk and stand, sit, speak, and hear. Physical agility and balance are needed to access inspection areas and work sometimes requires walking or standing for several hours at a time.
Vision requirements include the ability to read and understand routine and complex documents. The employee is regularly required to determine color differences. The employee may be required to lift and/or move up to 50 pounds.
The workload is subject to seasonal fluctuations. May be requested to work outside of normal business hours at night or on weekends and to respond to fluctuations and emergency situations.
Performs highly responsible and detailed inspection duties of a technical nature requiring the exercise of professional judgement in the interpretation and application of state law and local regulations to frequently changing conditions and problems, and in ensuring compliance with proper standards and enforcing state law and local regulations.
May be required to operate hand tools and light equipment. The employee interacts with the public. Communication with the public requires considerable patience, courtesy, and discretion in an impartial manner. Since the work may deal with individuals in conflict situations, the employee may be subject to mental and emotional situations that require mental resilience.
Ability to operate an automobile, hand tools, specialized electrical instruments, and standard office equipment needed to perform inspections.
