This position seeks to provide culturally appropriate services where individuals are treated respectfully, compassionately and effectively in a manner that recognizes, affirms and values the worth of children, individuals, families and communities, protecting and preserving the dignity of each. This includes culture, language, national origin, class, race, age ethnic background, disability, stage of development, religion, gender, sexual orientation and other differences/diversity factors.
As a Permanency Worker, you will:
  • Provide intensive time-limited casework services to children in substitute care and in their own homes.
  • Identify, assess, and monitor the Conditions for Return to facilitate reunification of the child.
  • Monitor the safety and well-being of the child by maintaining on-going contact
  • Facilitate child’s adjustment, assess developmental progress and treatment needs, explain planned changes, and prepare child for transitions including return home and adoption.
  • Facilitate visitation of children in care with parents and other family members.
  • Directly observe visits or other parent-child contacts to assess relationship and provide feedback/counseling.
  • Make appropriate arrangements for transportation for the visits.
  • Provide case management services through referrals and regular contact with service providers to develop and maintain professional working relationships.
  • Attend Family Engagement meetings and work with CPS workers and families to develop safety plans.
  • Attend Citizens’ Review Board (CRB) Reviews and provide verbal and written reports.
  • Develop treatment plans for parents, utilizing evaluation information (psychological, treatment reports, etc.).
  • Work with clients to develop service agreements or court ordered conditions.
  • Communicate clearly with clients providing case management services through referrals and regular contact with service providers.
  • Confirm the ongoing out-of-home safety plan.
  • Work closely with parents and schools to assess the child’s achievement of appropriate academic goals.
  • Provide direction and support to families in appropriately meeting the individual needs of their children.
  • Work in partnership with resource (foster) parents to provide support, consultation, and coordinates services.
  • Provide and exchange information with resource parents for the child’s needs and case plan information.
  • Completes regular documentation requirements of Oregon Administrative Rules (OARs), policy and procedures.
What you need to qualify
A bachelor’s degree in Human Services or a field related to Human Services; OR
A bachelor’s degree unrelated to Human Services AND either:
1) One year of Human Services related experience; OR
2) Completion of coursework equivalent to certification consistent with
Oregon caseworker competency
OR…
An associate degree AND either:
1) Two years of Human Services related experience; OR
2) One year of Human Services related experience and related training, coursework or certification consistent with
Oregon caseworker competency
A valid driver’s license and acceptable driving record are required.

  • Experience presenting complex information to clients, co-workers, law enforcement and in court in a clear and concise manner.
  • Experience establishing and maintaining professional casework relationships that engage and empower families.
  • Experience learning and using technology, multiple databases, accurately enter data, and use word processing software.
  • Experience adjusting communication style to your receiving audience, actively listen, and communicate with empathy.
  • Experience problem-solving in collaboration with several parties to ensure child safety and compliance with state policies and procedures.
  • Experience using trauma-informed practices that are inclusive of the child and family's language, race, and culture.

Working conditions
  • Your work will be conducted in an office setting and in the community. This is NOT a remote position.
  • This position will supervise family time in client homes, in the community, and in the office.
  • The work schedule for this position will be:
  • You will have required travel for day-to-day work in the community. You may also have required travel for the purpose of attending trainings.
  • Your hours of work may fluctuate based on service needs. Occasional compensated overtime may be required, including evening and weekend work.
  • You may interact with a wide range of people including some who have experienced trauma and exhibit challenges in controlling their emotions.
  • You may walk into stressful situations that require quick decision-making skills to ensure safety of those being serviced and your own physical safety. This may also be trauma inducing.
