Job Duties
This position reports to the Chief Economist/Director of Revenue Forecasting and is responsible for complex, statewide economic research, including quantitative and qualitative analysis on Virginia and national economies and on state revenue and fiscal issues. The Deputy Economist will:
- supervise one/two economists in development of the annual Virginia economic forecast that informs the General Fund and Transportation Fund’s revenue forecast.
- review current processes and contribute to the design of alternative processes and models to enhance the accuracy of economic forecasts.
- identify and analyze state and national data to track long-term financial metrics that can support the reporting of the state’s economic performance relative to other states.
- assist and prepare research briefs and white papers on the economy and prepare written materials for the Joint Advisory Board of Economists (JABE) and Governor’s Advisory Council on Revenue Estimates (GACRE) meetings.

Minimum Qualifications
- Demonstrated knowledge of forecasting principles including econometric forecasting techniques and demonstrated proficiency in statistical software (SAS preferred)
- Experience researching, compiling, and comprehensively understanding appropriate data from various sources for economic analysis including American Community Survey and Current Population Surveys
- Significant work experience in an analytical and quantitative role in macro-economics and regional economic analysis
- Experience developing complex reports and recommendations
- Strong written and oral communication skills, especially with an ability to express complex ideas clearly and concisely
- Candidate will be expected to promote continuous improvement, generate new ideas, and adapt to changing priorities
- Candidate must be able to work collaboratively across departments and with other state agencies and lead cross-functional project teams
Preferred Qualifications:
- Master’s degree (PHD preferred) in economics or a related field
- Significant experience in econometrics or public finance is preferred
- Experience with SQL/Oracle and R.
- Experience on factors influencing state tax revenue collections and past work experience with tax policy analysis
- Experience with GIS software is also desirable
