RULINGS & AGREEMENT (7500)

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

IRS recognized expert in employee plans tax law. Develops and interprets tax law policy on behalf of the Service. Advises internal and external stakeholders in all aspects of planning, execution and resolution of examinations related to employee plans to ensure organizational goals and objectives are met, and policy is adhered to and in conformance with established standards.

  • Plans, conducts, and leads examinations of the most complex employee plans. Provides tax law expertise, leverages specialized technical skills and knowledge, advises on new tax law and high risk/ emerging issues impacting employee plans to bring to resolution.
  • Analyzes developments in the tax law that impact employee plans resulting from litigation, legislative action, regulations, and departmental policy and initiates changes in areas where necessary.
  • Advises the Director and coordinates on behalf of the Director with the Office of the Chief Counsel and Department of Treasury in the implementation and development of policies applicable to EP, R&A programs.
  • Reviews proposed legislation, regulations, revenue procedures, and revenue rulings for adequacy and accuracy; advises Director on potential areas of controversy or conflict and overall technical soundness of proposals; evaluates the effect of legislation and court decisions on EP, R&A programs.

  • If you are in a telework eligible position, you may be directed to temporarily telework on a full-time basis due to COVID 19. Employees must be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. Once normal operations resume, employees may be directed back to the office to perform the duties of their position. Telework eligibility does not guarantee telework; employees must meet and sustain IRS telework eligibility requirements and supervisor's approval to participate in the IRS Telework Program. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management.
  • Obtain and use a Government-issued charge card for business-related travel.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-14 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience or this position includes:

Legal, tax accounting, or other experience that required knowledge of Federal tax laws, regulations, precedent decisions, or other areas related to the position to be filled. Examples of qualifying experience include: Preparing, reviewing, or applying rulings, advisory letters, memoranda, etc. related to Federal taxation; Analyzing and adjudicating tax claims, appeals, settlement offers, or similar work related to Federal tax operations; Work as an attorney that required legal research, analysis, and preparation of briefs or similar documents interpreting laws and regulations; Work as an accountant, auditor, or investigator that required application of Federal tax accounting principles and/or the Internal Revenue Code and related laws.

In addition your experience must demonstrate the following: Experience with the statutory and administrative rules in the Exempt Organizations (EO), Employee Plans (EP) and Government Entities (GE) areas and experience of the Internal Revenue Code, regulations, procedures, published rulings and court decisions to explain tax, legal and other significant issues involved; Analytical experience applying relevant legal and administrative authority in arriving at sound, well-reasoned decisions; Writing clear, comprehensive reports and orally communicating the most complex technical positions effectively and persuasively; Networking and relationship-building to develop and maintain effective liaisons and customer relationships. Experience should also include involvement and participation in technical and complex EO, EP and GE cases; Developing and reviewing educational and outreach efforts; and explaining service policy to high government officials including members of Congress, the media, and the public.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: For positions above the GS-05, applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for.

AND

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".

Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.   • Tour of Duty: Monday-Friday, 8:00 a.m.- 4:30 p.m.
  • Alternative work schedule, staggered work hours or telework may be available.
