The Department of Youth Services (DYS) is the juvenile justice agency for the Commonwealth of Massachusetts. We work with young people who are detained or committed and provide detention, custody, diagnosis, education and support to young people ages 7-21. Most of the youth served are between the ages 14 and 18. The Department promotes positive change for the youth committed to our care, and has been on the forefront of de-institutionalization, in part, by providing adolescent-focused rehabilitation to youth in residential treatment.
The goal of DYS is to focus on youths’ gradual reintegration back to the community as productive citizens. DYS works in partnership with provider agencies, law enforcement and school officials, families, communities and others to ensure that the services provided are effective and that they create pathways to success for the young men and women in DYS care and custody. By working in close collaboration with these entities, DYS can continue to help make communities better and safer places.
The Department of Youth Services employs staff in various professions and backgrounds in order to engage young people in strategies that support positive youth development. We are seeking a dynamic individual for the role of District Manager for our Holyoke District Office.

The District Manager duties include, but are not limited to:
Responsible for the effective management as it relates to the Holyoke District Office.
Coordinate the delivery of multiple services to clients in the Western Region District Office, responsible for the performance and accountability of caseworkers.
Coordinate efforts between the Department, Courts and the Community Service Provider.
Responsible to monitor community services at the Holyoke District Office.
Provide direct supervision of caseworkers in accordance with the mission of the Department of Youth Services.
Ensure effective casework management focusing on accountability, service delivery, transition, aftercare and family involvement in order to provide a comprehensive approach to client supervision.
Forge community partnerships and coalitions within the community they serve.
Provide Technical assistance to employees concerning assessment of juveniles’ needs and service plans.
Ensure caseworkers are entering data accurately and timely into the Juvenile Justice Enterprise Management System (JJEMS) through regular supervision with casework staff.
Preferred Qualifications
BA in Criminal Justice, Human Services, Social Casework, Psychology or related field. Strong written and verbal skills.
Considerable knowledge of casework principles and methods.
Considerable knowledge of the cases, rehabilitative methods and prevention of juvenile delinquency.
Considerable knowledge of State laws pertaining to juvenile laws and juvenile rights; Considerable knowledge of community agencies;
Capacity to provide resources to youth with special needs and role of community agencies on youth behavior, knowledge of Positive Youth Development.
Ability to properly restrain or subdue juvenile offenders’ through appropriate use of handcuffs or other restraint techniques;
Knowledge of the Laws, rules, regulations, policies, procedures governing juvenile justice;
Knowledge of the types and availability of public and private organizations for providing services to juveniles such as Group homes, child guidance clinics, health, welfare and education agencies, etc.;
Knowledge of the types and application of emergency medical procedures such as basic first aid, and CPR.
Knowledge of Principles of Juvenile Detention Alternative Initiative (J.D.A.I.)
Transportation: Must have reliable transportation.
Candidate must be flexible and may be required to work some nights and weekends.
Schedule: 1st Shift 8:45am – 5:00pm Monday-Friday and one late night (TBD)
Days Off: Saturday and Sunday

Qualifications
First consideration will be given to those applicants that apply within the first 14 days.
Applicants must have at least (A) five years of full-time, or equivalent part-time, professional, administrative, supervisory or managerial experience in business administration, business management, public administration, financial management, or professional experience in a particular specialty (i.e. scientific, professional, or technical), and (B) of which three years must have been in a supervisory or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Incumbents may be required to have a current and valid motor vehicle driver’s license at a class level specific to assignment.
Substitutions:
I. A Bachelor's or higher degree with a major in business administration, business management, public administration, financial management, or degree related directly to the specialty may be substituted for one year of the required (A) experience.
II. A Graduate or higher degree with a major in business administration, business management, public administration, financial management, or degree related directly to the specialty may be substituted for two years of the required (A) experience.
