What are the responsibilities and job description for the Training and Development Spec4 position at Dept of State Health Services?

The Training Specialist IV within the DSHS Immunization Section supporting the Texas Vaccines for Children (TVFC) and Adult Safety Net (ASN) Programs to perform highly complex (senior-level) training work that involves coordinating, developing, evaluating, and conducting training sessions using a variety of training methods. As part of the position, the Training Specialist IV delivers training on various Immunization-related topics to internal and external audiences. Work involves assessing and analyzing training needs for the Unit. Coordinates and delivers training; prepares reports for review and promotes the use of training services, methods, and techniques. Adapts to a variety of learning styles and can effectively transfer knowledge to participants. The Training Specialist IV works under limited supervision, with moderate latitude in the use of initiative and independent judgment.


Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

(35%) Leads, assists, or participates in the coordination and/or facilitation of Immunization-related training in a classroom, distance learning, or e-learning environment; facilitates workshops and meetings.

(25%) Assists in identifying training-related issues and ensures the effective use of modern training methods and techniques. Participates in solving training problems and ensuring the effective use of modern training
methods and techniques; promotes the use of training services. Analyzes training content for accessibility; and recommends changes to make content accessible and remediates accessibility issues.

(15%) Assisting the Vaccine Operations Group Manger and TVFC Program Manager in the creation and distribution of training materials for both internal and external audiences. Deliver presentations on an as-needed basis.

(10%) Compiles and evaluates data and prepares reports on training program’s effectiveness.

(10%) Supports overall TVFC and ASN Program activities, including but not limited to Communication and Engagement, and Public Information.

(5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.


Knowledge Skills Abilities:
  • Knowledge of local, state, and national laws, rules, regulations, and policies relevant to immunization services/programs.

  • Knowledge of the principles and practices of training.

  • Skill in oral and written communication.

  • Skills to generate accurate reports and materials under short deadlines.

  • Skill in presentation development and delivery.

  • Skill in planning, organizing, developing, implementing, and managing multiple projects.

  • Ability to evaluate the effectiveness of training programs and revise training based on evaluation.

  • Ability to assess training needs.

  • Ability to communicate effectively and persuasively both orally and in writing.

  • Ability to identify problems, evaluate alternatives and implement effective solutions.

  • Registration or Licensure Requirements:


    Initial Selection Criteria:
  • Graduation from an accredited four-year college or university in Communications, Public Health, or related field preferred. Experience in a related field may be substituted.

  • Knowledge of public health, public promotion, and education, and/or immunizations.

  • Knowledge of public health, health promotion and education, and/or immunizations.

  • Experience in training.

  • Experience and education may be substituted for one another.



  • Additional Information:
    An in-basket exercise will be required at the time of the interview.

    Safe operation of either a state-owned vehicle or personal vehicle is required to conduct state business and an acceptable driving record must be maintained in accordance with DSHS Policy OS-3901, Fleet Operations and Management and Procedures and standards developed by the Texas Department of Public Safety.
