The purpose of this class is the responsibility for ongoing development, and implementation of asset management principles and practices under the supervision of the Capital Projects Manager. This class will identify all assets in the County and develop a maintenance and/or replacement schedule for all assets. This class also, plans, organizes and implements programs (fixed assets, project accounting, etc.) within major organizational policies; reports program progress to executive-level administration through reports and conferences.

Special Qualifications: Certified Associate in Project Management (CAPM) required within one year of hire.Project Management Professional (PMP) certification preferred.

EXAMPLE OF DUTIES
- Oversees the development and implementation of an asset management program which incorporates a comprehensive computerized work management system.• Enters data into the computer system to produce accurate reports for submission to other stakeholders such as: risk management, facilities maintenance, public works, fleet maintenance, water and sewer, stormwater, and solid waste.• Prepares a comprehensive plan for all assets of the County and updates on an ongoing basis.• Develops and recommends an asset management policy and strategy to minimize total cost of ownership, increase reliability and meet performance standards throughout the organization.• Implements policies and procedures to ensure oversight and accountability of County assets such as fixed asset inventory system.• Develops and reports maintenance and replacement schedules to stakeholder departments such as ITS, Fleet Maintenance, Sheriff’s Office, Fire Department, Water & Sewer, Stormwater, and Solid Waste.• Publishes a 5-10 year asset maintenance and replacement plan annually in conjunction with the budget document.• Monitors and approves expenditures related to assets; recommends adjustments as necessary.• Analyzes, documents, tracks, and reports a wide variety of infrastructure condition assessments, including establishing data collection schedules, standards, and methods for use in supporting complex risk-based decisions using accepted asset management principles and practices.• Works with county departments to plan, test and execute upgrades and enhancements to assets and meet Countywide strategic goals.• Works, coordinates, and collaborates with multiple departments/divisions, including but not limited to ITS, Assessor and Risk Management to identify assets and establish in service dates and property values.• Coordinates capital projects managed by the Capital Project Manager to resolve project management issues that may arise during the year.• Prepares annual construction in progress roll-forward and associated reconciliations.• Prepares Capital and project related audit schedules for year-end financial audit.• Analyzes program data; recognizes issues and trends; identifies options, consequences and develops conclusions and recommendations.• Performs general administrative/clerical work as required, including but not limited to typing reports and correspondence; establishing and maintaining files; scheduling appointments and meetings; copying and filing documents; answering the telephone; processing mail, etc.• Attends training, meetings, seminars, etc., as required to enhance job knowledge and skills.• Performs all other duties as may be assigned to meet organizational needs.
