0-3% Merit upon successful completion of probationary period and 0-3% annual merit increases thereafter based upon evaluation score.

Responsible for managing the youth services, dormitory, activities and Prison Rape Elimination Act Requirements; coordinating, organizing, managing, training youth of non-secure juvenile residential facility; coordinate and plan the effective implementation of Camp's juvenile activities in accordance with best practices; assures effective and appropriate educational, counseling, treatment, medical, vocational, community service and placement services are provided for youth according to established policies, procedures and regulations.
- Coordinates and plans the activities of youth; coordinates prioritizes and assigns the scheduling of activities and events; assures activities and events are well planned and implemented; assures and coordinates the effective scheduling of youth and staff to activities and events.
- Coordinates and monitors youth services activities and events; coordinates the implementation of program needs into activities and events based on assessments and recommendations of treatment team in coordination with the program manager; ensure the effective daily operations of the dorm; follow up on work details to ensure compliance; coordinates the day to day operational scheduling to ensure the goals of Camp and youth are met. Supervises assigned staff; conducts performance evaluations; undertakes employee discipline as required. Dorm PREA managers will supervise the Youth Counselor Supervisors.
- Participates in regular supervisor/management meetings to discuss program effectiveness, employee, employee/resident issues, and operational needs; assists in the development and composition of policies, procedures, and other communications and/or correspondence, as required; pursues training opportunities for professional growth and camp involvement.
- Acts as a Field Training Officer; trains, counsels, coaches, and mentors staff in proper counseling techniques and method used to solve problems.
- Coordinates and monitors trends in youth attitude, progress, treatment and other indicators to ensure the safety and security of the youth, staff and facility.
- Coordinates training with Staff Training and Development/PREA Coordinator based on trends and observations; recommends and coordinates youth training and scheduling based on trends and provides feedback to effectively implement the training needs of youth and staff.
- Coordinates and ensures the safety and security of the youth, staff, visitors, and facilities by implementation and coordination of all PREA Regulations; coordinates PREA monitoring and compliance; assists in all PREA elements to ensure compliance.
- Coordinates, maintains and updates youth activities and events relating to the youth services programs to ensure compliance with established best practices.
- Performs a wide variety of general administrative duties; reports, documentation, and schedules; updates and maintains youth files, databases, records, and other documents; complies data for management purposes and prepares reports as required.
- Keeps the Program Manager & Staff Training and Development PREA Coordinator informed of youth, staff, activities, events, and program issues, goals, concerns, and temperament issues of the dormitory, activities, events and program.
- Represents the County with dignity, integrity, and the spirit of cooperation in all relationships with staff and the public.
Education and Experience:
High School Diploma and five (5) years of counseling or youth services experience, two (2) of the five years in a supervisory role; OR an equivalent combination of education, training, and experience.
Required Knowledge and Skills
Knowledge of:
- The (41) PREA Standards required for Juvenile Facilities.
- Principles and practices of employee supervision, resident supervision, dynamics of working with at risk populations, sexual abuse, and interviewing juveniles.
- Practices of developing teams, motivating employees and maintaining employee morale.
- Techniques for dealing with juveniles from various socio-economic, ethnic and cultural backgrounds, including basis crisis intervention.
- First Aid and CPR
- Principles and practices of evidenced based group and individual counseling.
- Legal, ethical, and professional rules of conduct.
- Standard office practices and procedures, including records management.
- Communicating effectively in oral and written forms.
- Techniques for dealing with a variety of individuals from vulnerable populations.
- Planning, assigning, reviewing, and evaluating the work of assign staff.
- Training staff in work procedures and policies.
- Working under pressure, exercise good judgment and make sound and timely decisions in emergency and non-emergency situations.
- Understanding and following oral and written instructions.
- Monitoring and maintaining the safety and security of juveniles and detention.
- Accurately observing and recording juvenile behavior, including depression, drug and/or alcohol abuse, and victimization.
- Maintaining accurate records of work performed; preparing clear and concise written incident reports.
- Effectively listening to, communicating with, and eliciting information from upset, emotional, and irate individuals.
- Dealing successfully with a variety of individuals from various socioeconomic, ethnic, and cultural backgrounds, in person and over the phone.
- Nevada Driver's License
- First Aid, CPR, and BBP within six (6) months of date of employment
- JIREH Certification within six (6) months of date of employment
- Prison Rape Elimination Act (PREA) training within the first thirty (30) days of employment
PHYSICAL DEMANDS & WORKING ENVIRONMENT:

Work performed in remote, non-secure juvenile residential facility; work involves intense concentration on activities going on around one's location on a constant basis throughout the entire shift. Work may involve personal danger and exposure to hazardous situations; requires physical ability to subdue argumentative individuals. Must be able to work during weekdays, weekends, and holidays on any assigned shift; while performing the duties of this job, the employee is occasionally exposed to outside weather conditions.
CONDITIONS OF EMPLOYMENT:
