Position Summary:
Under direct supervision pf the Chief of Police, the Deputy Chief is responsible for a wide range of duties including, but not limited to, Hiring, internal investigations, discipline issuance, tracking, and inspections. Planning and research, personnel development and training, patrol functions, policy development, investigations, evaluation of organizational process to enhance efficiency, effectiveness, and professional competence of employees of the police department.
The Deputy Chief is an upper management, executive command level position that serves as the second-in-command of the department and serves as acting Chief in his/her absence. The Deputy Chief must be available to assist and respond to urgent administrative issues at all times. The Deputy Chief must be decision and solution oriented, highly organized, and capable of follow through on projects. This position calls for a high degree of dedication and conscientiousness. The Deputy Chief must have thorough knowledge of local, state, and federal laws. The Deputy Chief must be capable of maintaining confidentiality and supervising personnel in an effective and professional manner. This position is responsible for developing innovative programs, projects, and technology that serves to improve the effectiveness and efficiency of the DPSCD Police Department. The Deputy Chief must be able to provide direction and exercise independent judgement in both emergency and non-emergency situations. When required, The Deputy Chief shall perform the duties of sworn law enforcement personnel.
The Deputy Chief is to provide the necessary level of guidance and assistance when required by their assigned personnel to accomplish their tasks. The Deputy Chief advises personnel regarding the application and interpretation of laws, reviews reports. The Deputy Chief should have a high degree of emotional intelligence.
Minimum Qualifications:
A bachelor's degree from an accredited college or university with a focus in criminal justice, police science, or public administration. In lieu of a bachelor's degree, the candidate should possess an associates degree and extensive experience in law enforcement.
Graduation from an executive level leadership course such as the FBI-NA or Staff and Command from an accredited institute of higher learning is not required but preferred.
Candidate must have an active MCOLES certification and a minimum of five years law enforcement, leadership experience. Leadership role need not be formal in nature. Squad leader, officer in charge, etc. are acceptable examples of leadership roles.
High level of responsiveness
Ability to perform all functions required for the classifications of Patrol Officer as defined by MCOLES.
Essential Functions:
Provide leadership and guidance to subordinates in accordance with goals and objectives as well as the Mission and Values of the Department.
Oversee various patrol functions and having a working knowledge of those functions.
Monitor radio transmissions to ensure the safety of department personnel, as well as the adherence to department policies and procedures.
Perform the department internal affairs function; receive and investigate complaints of misconduct, prepare reports on findings and forward to the chief of police. Create and maintain internal affairs files and prepare annual reports on internal affairs matters.
Manges the development, issuance and updates of all department polices. Tracks policy revisions and ensures that employees receive, review, understand, and acknowledge all polices.
Ensures the completion of annual reports and audits.
Tracks and analyzes responses to resistance.
Performs other duties as needed or assigned.
Security Clearance:
Internal Applicants
If you are a current Detroit Public Schools Community District employee, you do not have to submit to a new security clearance, unless your new role requires a different type of criminal background check.
External Applicants
In alignment with Michigan law, if you are hired to fill a position, you will be required to submit to a Detroit Public Schools Community District criminal background check. Information regarding required background checks will be shared at point of hire.
