In this role, you will perform data collection and analysis, and provide related written reports and communications to the government.

The J57 is at the forefront of INDOPACOM planning and execution, leading to a dynamic, challenging and extremely rewarding work environment. Other J57 responsibilities include providing Subject Matter Expertise into all USINDOPACOM plans, posture initiatives and the execution of day to day operations to protect the homeland.      


TASK DESCRIPTION:

You will support the development and execution of J57’s four CONPLANs and related support activities. These plans include Defense Support of Civil Authorities (5001), Homeland Defense (5002), Pandemics and Infectious Diseases (5003), and Foreign Humanitarian Assistance (5004). An understanding of joint planning doctrine, methods, and exceptional organizational, planning, networking, analytical and writing skills is required.  


You shall provide the following capabilities to support these CONPLANS.

  1. Participate in various Joint Planning Groups, Operational Planning Groups, associated conferences, Wargames, Sub Campaign Working Groups, Theater Campaign Plan and other events to analyze, provide feedback, take notes, and determine impacts to J57 CONPLANs. Additionally, contractors will ensure J57 CONPLANs are factored into other CONPLANs, OPLANs, and Operations, Activities, and Investment (OAI).
  2. Contribute to the re-write/change to CONPLANs based on updates, new operational requirements, and other USINDOPACOM directives to ensure information in the J57 CONPLANs remain up to date and in accordance with the latest national strategic documents. These include, but are not limited to the Contingency Planning Guidance, National Military Strategy, Joint Strategic Campaign Plan, and the INDOPACOM Theater Campaign Plan. This includes an in depth review/analysis of required changes, the actual document revision, and coordinating final approval after completion. CONPLANs require an up to date or new full version every two years while certain portions may be updated based on other planning requirements.
  3. Perform Action Officer (AO) duties as described in the UNINDOPACOM Instruction 0900.1. that supports or are related to the J57 CONPLANs. AO duties are an inherent function of all INDOPACOM members.
  4. Coordinate CONPLANs and policies with Office of the Secretary of Defense (OSD), Joint Staff (JS), other Combatant Commands, Services, Defense Agencies, and Inter-Agency (IA) Organizations. This includes collaborating, communicating, and staffing to ensure J57 CONPLANs are synchronized with external stakeholders and policymakers.
  5. At least quarterly, research, develop, and recommend military objectives, operational concepts, task assignments, forces, and force deployments for J57 CONPLANs.
  6. At least quarterly, coordinate with USINDOPACOM components to analyze, identify and make recommendations of potential areas of coordination and collaboration in annual OAIs.
  7. Due no later than five (5) business days after official return from travel, the Contractor shall submit a trip report to summarize the purpose of the trip, and an executive summary of trip details, including agenda, any training given, action items, and after trip follow-up and plan-of action/milestone assignments to the J57 division chief. These trips are in support of the events and activities described above. Frequency of travel will align with the contracting budget and J57 mission needs described above.
  8. Integrate and collaborate planning activities with J57 CONPLAN associated interagencies to include, but not limited to, U.S. Agency for International Development (USAID) Bureau for Humanitarian Assistance (BHA), Federal Emergency Management Agency (FEMA), and Health and Human Services (HHS). These agencies are identified and play an active role in J57 CONPLANs. Planning activities include CONPLAN development and re-write, exercises, JPGs, OPGs.
  9. Be an expert in the application of US Joint Doctrine, to include JP 5.0, and the Joint Planning Process. Must be able to support and mentor DOD personnel in the application of the doctrine, to produce feasible, acceptable and supportable plans.
  10. Support the J57 team in the provision of necessary administrative and organizational duties and support.
  11. Reports:  The Contractor shall provide reports as described below and submit all required reports to USINDOPACOM Technical Point of Contact (TPOC).
  12. End of Month Report:  Due no later than the close of business (COB) last day of the month.  The end of week report shall consist of accurate, up-to-date summaries of tasks/projects completed during the previous week, current and future task assignments, and outstanding issues.
  13. Other Reports:  The contractor shall provide reports on research conducted, information/data derived from meetings or events attended.  The contractor shall extract J57 CONPLAN activities data and provide updates that will contribute to the Theater Campaign Plan and War Plans. Data and updates provide accurate information for the preparation of briefings and/or papers on a variety of topics associated with this PWS.


Qualifications:

  • Three years of experience and knowledge of the capabilities and integration process for coordination with non-DoD U.S. government agencies.
  • Contractor must possess excellent written and verbal communication skills, creative thinking, critical analysis, interpersonal skills, and collaboration with senior officials (Flag/General officer and SES), policy-makers, academic professors, and military personnel.
  • Must have the ability to motivate, coordinate, and integrate the work of others; to keep initiatives focused; to assess the effectiveness of efforts and programs; and to recommend adjustments to program priorities accordingly. 
  • Must be proficient in Microsoft Office products, especially Outlook, Word, and PowerPoint.
  • Must have and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance prior to the start of services and throughout the period of performance.
