Position Description:

Ecompex is recruiting for a Civil Engineer to provide professional support services for Facilities Sustainment Restoration & Modernization (FSRM) and Military Construction (MILCON), Project Planning & Program Development, Engineering/Requirement Definition and the Planning & Execution of In-House Facilities Projects to achieve critical missions of building sustainable installations. Some of the tasks the candidate will be responsible for can include preparing project acquisition packages, preparing cost estimations, tracking project progress and timelines, preparing and reviewing technical drawings and design plans, reviewing statements of work for project compliance among other tasks. Work is on-site.

Minimum Qualifications:

  • Must be a US Citizen.
  • Must be able to pass a government background investigation.
  • Must possess a bachelor’s degree in engineering or architecture.
  • Must possess at least 5 years’ experience as a facility design engineer or construction project manager.

Desired Qualifications:

  • Extensive experience managing Facilities Sustainment Restoration & Modernization projects.
  • Extensive experience developing technical drawings and plans.
  • Proficiency performing comprehensive construction cost estimations.
  • Experience with DoD government contracting.
  • Experience preparing project acquisition packages.
  • Strong knowledge of Federal, State, local and Air/Space Force regulations.

Required Skills:

  • Must have experience utilizing Microsoft Office applications and AutoCAD.
  • Extensive experience providing construction oversight.
  • Must possess a strong knowledge of engineering principles and analytical techniques to support complex engineering assignments.
  • Must possess the ability to follow established project-related procedures.
  • Must possess the ability to track established project milestones.

Responsibilities:

  • Provide technical support in the identification, development, and preparation of Facilities Sustainment Restoration & Modernization (FSRM) Non-Appropriated Funds (NAF) and customer-funded programs.
  • Collaborate with customers to define project requirements
  • Prepare comprehensive cost estimations.
  • Prepare and draft statements of work and other components of the acquisition package for government approval and submission.
  • Prepare 2-4 project acquisition packages per month.
  • Coordinate with other governmental personnel, as necessary, to define project requirements.
  • Ensure project compliance with Federal, State, local and Air/Space Force regulations.
  • Provide construction oversight to ensure compliance with Statement of Work, design drawings and applicable code requirements, and provide feedback to the government.
  • Work with contractors and customers to identify any issues on site during construction and provide recommendations for resolution.
  • Review contractor on-site progress and provide the customer with recommendations on a weekly basis regarding project completion percentage.
  • Provide the customer with project status updates on project progress to ensure contractor adheres to approved project schedule.
