Job Summary
The Sr. Project Controls Specialist-Governance & Oversight is a senior level position that performs all project controls functions including scheduling and cost control. The Project Controls Specialist will be primarily responsible for assessing clients’ Primavera schedules and cost estimates to determine quality and accuracy.
Job Duties
- Review Utility Transmission Primavera schedules to determine adherence to the corporate Governance and Oversight group’s processes and procedures.
- Evaluate schedule logic, critical path, durations, resource assignments, etc. for accuracy.
- Work with project stakeholders to ask critical questions and/or resolve issues leading up to stage gate reviews.
- Analyze cost and schedule QRAs (Quantitative Risk Assessments).
- Participate in schedule risk analysis as required.
- Evaluate cost estimates and forecasts to find anomalies or inconsistencies with existing project costs, earned value data, or project schedules.
- Ensure accurate and timely control and forecasting of man-hour budgets and ensure that the impact of all change requests is properly assessed and included in the schedules.
- Apply fundamental schedule control techniques and analyze its relationship to cost.
- Review risk contingency and estimate uncertainty allocations for accuracy.
- Perform rigorous evaluations of project development and control deliverables, including business cases presented by project teams.
Basic or Minimum Qualifications
- HS Diploma or the equivalent required;
- Requires a minimum of ten (10) years of Project Controls related experience;
- Requires previous experience utilizing Primavera P6 to build schedules;
- Requires a basic working knowledge of project management software, specifically Primavera P6 and Excel;
- Requires the ability to manage multiple projects and determine priorities;
- Must understand the basic principles of project management;
- Requires a general understanding of Cost Management, Estimating and Change Control;
- Must have a high degree of computer literacy;
- Must have experience implementing corporate and contract specific planning procedures.
- Bachelor’s degree preferred;
- Previous experience in the Utility industry preferred;
- Work is conducted in an office environment (Private or Semi-Private Office) and requires occasional travel to off-site work locations (work may be primarily completed remotely);
- Field duties require outdoor work in a plant or construction atmosphere;
- Interaction with other team members, as well as supervisors and client personnel;
- Working plant, construction, and/or shop areas around production machinery with extreme noise levels;
- Must be able to wear safety equipment as required by the safety department for personal protection;
- May be at more than one job site in a day and must be able to tolerate climate changes;
- May be required to travel out of town on a periodic basis.

- Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits employee to communicate effectively;
