Overview
Edgesource is seeking a Junior Program Assessor/Evaluator to support The State and Local Cybersecurity Grant Program (SLCGP) which was authorized as part of the Infrastructure Investment and Jobs Act of 2021 on November 22, 2021. The legislation identifies specific responsibilities for Cybersecurity and Infrastructure Security Agency (CISA), such as determining allowable uses of the grant funds, developing program guidance, approving cybersecurity plans and individual projects submitted by eligible entities, and multiple reports to Congress.
The execution of CISA’s responsibilities as the Sector Risk Management Agency (SRMA) for the assigned sectors spans a broad spectrum of activities across the agency. These activities, which are performed by different divisions and offices within CISA, can be categorized into the following lines of effort:
- Partnership Management
- Strategic Planning and Reporting
- Information Sharing and Outreach
- Technical Assistance and Capacity Building
- Incident Management
What to expect as a Junior Program Assessor/Evaluator
- Conduct organizational studies and evaluations, design systems and procedures, conduct work simplification and performance measurement studies, and prepare operations and procedures manuals to assist management in operating more efficiently and effectively. Includes program analysts and management consultants. Includes Principal Investigators, Project Managers, Analysts, Business Analysts, and Technical Writers. In addition to the following:
- Identify CISA analytic products which will be shared with the sectors before, during and after incidents
- Catalog existing risk management tools services
- Align each risk management tool, when possible, with documented end-user requirements
- Consult with the sectors to validate the findings and identify/prioritize new requirements for which there are no supporting capabilities
- Use these risk services to analyze opportunities and quantify cost impacts for tradeoff analysis.
Required Qualifications
- U.S. citizen
- Minimum of an active secret clearance
- Bachelor’s degree
- 1-3 years of relevant experience
Preferred Qualifications
- Master’s Degree
- Experience working with grant programs and government clients
- Working with groups of various sizes to complete tasks on a tight deadline
