MINIMUM QUALIFICATIONS:

NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Master’s or higher degree from a program accredited by the American Library Association, or a New York State Permanent public librarian certificate AND
  • three years of professional librarian experience as a Director of a public library, an Assistant Director of a public library, or as a Director of school district library services;
  • OR three years of professional librarian experience as a library field advisor, library consultant, an Assistant Director, or as a Director in a state library or library system;
  • OR three years of professional librarian experience as the Head librarian of a school library media center, including supervision of at least one full-time library professional;
  • OR three years of professional librarian experience in a public library, academic library, research library, or special library. This professional librarian experience must include expertise with age-level or special group services, broadband, collection development, network development, resource sharing, or technology development;
  • OR three years of professional librarian experience in a public library, academic library, research library, or special library. This professional librarian experience must have been in a position with overall responsibility for the operation of a major program area or branch, including supervision of other professional librarian staff.

COMPETITIVE MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Library Development Specialist 1.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and ONE of the following minimum qualifications:

Duties Description
The New York State Education Department’s (NYSED) Office of Cultural Education is seeking candidates for a Library Development Specialist 1 position in the New York State Library’s (NYS Library’s) Division of Library Development. Under the direction of a Library Development Specialist 2, the incumbent of this position will perform a variety of activities in a team environment which includes assisting in planning, regulating, coordinating, and developing statewide library services and providing consultant and advisory services to localities, libraries, and library systems on library-related governance, funding, legal, and policy matters. Duties of this position include, but are not limited to, the following:
  • Manage aspects of a variety of state and federally funded library programs and services, including those funded by federal Library Services and Technology Act (LSTA) funding, State Aid, and State Aid for Library Construction;
  • Serve as the Construction Aid specialist, providing training, support, and outreach regarding the program to libraries and library systems;
  • Assist libraries and library systems in planning for and applying for State Aid for Library Construction funding;
  • Serve as State E-Rate Coordinator for Libraries;
  • Manage special projects and assignments related to Library Development Strategic Technology Initiatives;
  • Manage assigned procurements, aid disbursements, and areas of regulatory compliance;
  • Serve as a regional liaison to two or more library systems;
  • Coordinate advisory groups and provide technical assistance to other entities regarding statewide communication;
  • Assist in public policy development, including research and development of legislative and regulatory language for statewide library programs;
  • Represent the NYSL/NYSED at programs, workshops, webinars and conferences by making presentations on State policies, plans, programs, and processes; and
  • Supervise the work of librarians, education program assistants, administrative staff, interns, and others, as assigned.

CONDITIONS OF EMPLOYMENT:

This will be a permanent, competitive appointment or a permanent non-competitive appointment. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and experience will be required at the time of interview for all candidates. This position will require 10% in-state travel.

This position leads to a maximum salary of $111,897 based on annual performance advances.
