Description

Job Title: Health Policy Manager

Location: Remote

Hours Of Operation: 8:30am-5:00pm (EST). Hours are flexible

Responsible for supporting efforts to monitor, research, analyze, and evaluate the impact of proposed state and federal legislation and regulations.

Primary duties to include, but are not limited to:

  • Monitors activities on specified public policy issues and proposed legislation and regulations to ensure appropriate engagement and to evaluate and assess the impact on the business.

  • Conducts public policy research and analysis on a range of issues.

  • Drafts advocacy materials and other documents on public policy issues.

  • Participates in developing recommendations.

  • Assists in issues management by working in conjunction with policy staff to represent the organization in public policy discussions.

  • Utilizes monitoring tools to act as a strategic partner with Public Affairs and business units.

  • Develops and implements strategies to advocate enterprise and/or state specific legislative and regulatory positions to support business goals and objectives, which may include health plan quality measurement and Value-Based Payment (VBP), including Alternative Payment Models and VBP measures, health plan accreditation programs and HEDIS/quality measurement improvement, and other provider/payer related issues.

  • May make internal and external written and oral presentations on behalf of the company.

  • Works with trade associations and other advocacy organizations to influence their positions, tactics, and strategies to support enterprise goals.

Minimum Qualifications:

  • Requires a BA/BS in health policy development; minimum of 5 years of experience; or any combination of education and experience which would provide an equivalent background.

Preferred Qualifications:

  • Previous experience working with health plan or provider quality improvement and/or state or federal government entities with an emphasis on quality programs, including accreditation, HEDIS, CAHPS, and value-based programs, i.e., Medicaid Pay-for-Performance and Medicare Stars.

  • Experience with healthcare operations and engagement with NCQA, CQMC, NQF, or PQA.

  • Excellent Verbal, Written and Presentation Skills

  • Historical experience writing and developing effective and motivating content for advocacy activities.

  • Ability to interact confidently with senior internal and external stakeholders, while being adept and comfortable with influencing decision-making.

  • Strong organizational and interpersonal team-based skills required.

  • Willingness to learn complex issues relating to healthcare policy and business.

  • Possesses self-awareness with a positive, professional, and solution-oriented attitudes

  • Bias for action and is self-motivated to meet and exceed expectations.
