The Chief of Human Resources will be responsible for developing strategies, programs, processes and interventions to ensure organizational alignment and effective use of human capital to deliver on the District’s priorities, mission, and strategies
ESSENTIAL DUTIES
Develop a strong understanding of the District's organizational structure, operations, objectives, values and desired culture in order to effectively develop and execute talent management strategies and initiatives that drive the organization’s cultural goals and align and support the achievement of the District’s Theory of Action.
Leadership and oversight of the Human Resources Department.
Build strategies and programs focused on staff equity and inclusion to retain a high quality diverse workforce that resembles our student demographics.
Collaboratively work with the District team to create strong lines of communication, trust, and partnership across the organization with specific emphasis on developing relationships with district hiring managers; reach out to leaders across the organization to identify hiring and retention strategies and build awareness of a commitment to the organization’s human capital strategy.
Develop and implement the District’s staffing processes including; staff projections, recruiting, selection, budgeting, salary placement and onboarding.
Works with SubCentral on Teacher and Paraprofessional Substitutes pay, fill rates, and building capacity.
Collects, compiles, and creates action steps based on exit survey data from prior employees.
Collaborates with District Administrators on a consistent, user-friendly system for tracking staff development and evaluations based on employee agreements.
Maintains necessary compensation records and job descriptions.
Manage staff related subpoenas; respond to legal charges pertaining to employment and various other areas relating to personnel activities or records.
Build and develop a high caliber human resources team that implements highly efficient, effective and clear processes to drive exemplary customer service
Provides leadership to comply with regulations of the Federal Family and Medical Leave Act, and the regulations of the Americans with Disabilities Act, the District’s workers’ compensation and return to work programs.
Oversees and monitors all employee leave processes.
Assumes responsibility for recommending personnel decisions under the purview of the Board of Directors, including the hiring, transfer, resignation, retirement, and termination of personnel, in accordance with Board policy and applicable law.
Prepares and monitors program budgets for the allocation of resources in the areas of his/her responsibility in coordination with the Chief Financial Officer.
Supervises the preparation and submission of all required federal, state, and District reports relating to his/her areas of responsibility.
Oversees the maintenance of all application and personnel records in accordance with state and federal law and the needs of the District.
Assumes general administrative responsibility for all personnel and other programs in the Human Resources Department.
Provides oversight and structure for grievances and district complaints.
Conducts investigations and collaborates with legal counsel, and Superintendent or designee on matters related to sensitive personnel matters.
Assures the assignment and training of Level I and Level II child abuse investigators and adheres to policy and procedures as it relates to Iowa Chapter 102 and Chapter 103.
Serves as a member of the Executive Council. Provides technical expertise regarding employment law and employment practices to the Executive Council.
Manages all legal mandates concerning Equal Employment Opportunity including those set forth by Federal, State and/or Local reporting, policy and investigative requirements.
Serves on the District Board policy committee to ensure the timely revision of all Board policies.
Serves as Chief Negotiator for District and is engaged in all the tasks associated with collective bargaining and meet and confer work agreement discussions. Assumes responsibility for contract/handbook development, maintenance, and revisions. Collaboratively facilitates the Resolution Team with Cedar Rapids Education Association representatives and other district administrators according to the negotiated agreement.
Attends all School Board meetings
Carries out the directives of the Superintendent regarding the requirements and needs for his/her areas of responsibility.
Demonstrates a commitment to continuous improvement and quality initiatives.
Performs other duties as may be assigned.

QUALIFICATION REQUIREMENTS:

EDUCATION and/or EXPERIENCE:
Masters of Educational Administration and certification as an Iowa K-8, 5-12, or PK-12 principal and current evaluator approval licensure and/or
PHR/SPHR/SHRM-CP/SHRM-SCP
Candidates with experience leading Human Resources Departments for 7 to 10 plus years and employee groups of 1,000 or more in a school setting preferred
Degree in Human Resources Management
Director Salary - $143,576.00

The noise level in the work environment is often quiet but may become loud in large group settings. The position requires the commitment of professional working hours that will require the employee to arrive and leave as directed and may require the employee to extend beyond a typical 7:30 a.m. to 4:30 p.m. workday. The employee will usually work in indoor temperatures but will be required to work occasionally in outdoor environments.
