We are hiring a full-time position as Program Manager. This position provides support and management to a highly visible and complex project focused on health insurance and systems navigation. This is a grant funded program with the mission to assist and educate individuals, families, and community partners in understanding the Health Insurance Marketplace, established by the Affordable Care Act, and enroll consumers into health insurance coverage.
NOTE: Candidate must be able to pass a Level II background check as well as the Centers for Medicare and Medicaid Services Health Insurance Marketplace Certified Navigator training.

We are a dynamic collaborative among Orange County Government, primary health care centers, community agencies, hospitals, and other social services. Our mission is to improve the access, quality, and coordination of health care services to the underinsured and uninsured populations of Orange County. We are a registered 501©3 not-for-profit organization.
Essential Duties and Responsibilities::
Leadership/Management (50% and 1 year of experience)::
• Coordinating outreach and partnership opportunities for the project including scheduling, assigning coverage, and assuring that logistics are in place.
• Maintain outreach calendar and send timely updates to granting organization.
• Ensure all navigators are scheduling and reporting outreach events.
• Responsible for ensuring appointment schedules for team members are accurate project wide and appointments are closed out in a timely manner.
• Lead, monitor, and supervise all navigators on the project.
• Enrollment duties including setting consumer appointments and assisting consumers in person and at enrollment events.
Programmatic (50% and 2 years of experience)::
• Ensure initial and continuing education of project navigators.
• Technical assistance delivery
• Direct consumer assistance
Required Knowledge/Skills/Abilities::
• Quality Assurance- monitoring, inspecting and proposing measures for improvements to meet established quality standards.
Computer skills – intermediate level or above required; ability to efficiently navigate the Internet and input data into applicable computer systems: familiarity with Google Doc, Sheets, PowerPoint Presentations, database programs, Zoom, etc.
• Knowledge of social service programs and grants
• Ability to plan, organize and coordinate work assignments for the team.
• Ability to interact and communicate effectively and appropriately with both peers and professionals, as well as consumers (individuals and families)
• Strong written and oral communication skills
• Ability to work in diverse settings in the community.
• Ability to work flexible hours, including some evenings and weekends.
• Must have reliable transportation.
• Must be a self-starter and work with limited supervision.
Education and Experience Requirements::

Education and Experience Requirements::
- A Bachelor’s degree is required, with a graduate degree preferred.
- 2-3 years of administrative experience in healthcare or related field as well as supervisory experience
- Bilingual skills are a plus (English/Spanish)
