This is a non-union positionWe are seeking a highly motivated and experienced individual to join our team as a Manager, Regulatory Compliance. In this role, you will be responsible for managing compliance with Federal and State pipeline safety regulations, working closely with the Liquids Pipeline business, and serving as a primary point of contact with Regulatory Authorities and agencies.

Here's what you will do:
Leadership:
Manage a team of professionals by setting goals/objectives, coaching & mentoring, providing feedback, removing obstacles, and evaluating progress and outcomes.
Advance operational compliance performance at Enbridge by identifying improvement opportunities and working collaboratively with business leaders and compliance colleagues across the enterprise to manage risk.
Maintain Enbridge's competitive advantage in operational compliance matters through effective management of regulatory enforcement risk.
Collaborate with LP Region Operations Directors and other functional business leaders to ensure compliance, including developing strategies to reduce regulatory burden while maintaining or improving safety.
Establish and maintain positive relationships with Regulatory Authorities, agencies, and industry partners, including through participation on external committees, etc., as needed.
Technical:
Maintain current knowledge of applicable U.S. Federal and State pipeline safety regulations and industry codes and provide expertise in their interpretation.
Monitor changes in regulatory oversight, including proposed regulations, legislation, guidelines, and standards, and develop strategies to mitigate business risk.
Support LP Operations and other groups through preparation and participation in US regulatory inspections and audits.
Prepare various regulatory filings and correspondence, including comments to proposed regulations, annual reports, and various notifications to PHMSA, responses to inquiries and enforcement actions, and prepare DOT Annual Mileage Report.
Provide support and response for pipeline safety incidents, including ensuring Liaison Officer support for ICS response and participating in ICS, as needed, and advising the business on whether an event must be reported, making the report, and responding to information request from regulatory agencies.
Support business development to identify regulatory opportunities and risks through participation in due diligence and business integration processes, design reviews, regulatory agency inspections and public meetings.
Provide support for events such as Abnormal Operations, Safety related condition reporting and ensure lessons learned are communicated to Operations and other applicable business partners.
Who you are:
You have the following:
University / College Degree (in Engineering, Science, Public Policy, or Business - preferred)
Minimum 10 years of experience in the pipeline industry, operations, or government, including supervisory experience.
Familiarity with the DOT regulations, BSEE, and applicable industry standards.
Expertise in state Pipeline Safety Regulations where Enbridge operates pipelines and demonstrated ability to interpret requirements and company standards.
Solid understanding of risk and compliance principles and frameworks
Strong eye for business and ability to understand and communicate the impact of regulatory changes on the business.
Demonstrated ability to lead with courage.
Excellent inter-personal skills (particularly active listening, empathy, collaboration, conflict resolution, and feedback skills)
Preferred:
Proven ability to work with multiple partners to achieve results.
Ability to defend a position using principles of decisions effectiveness where not everyone has to agree.
Excellent oral and written communication skills including the ability to organize and facilitate meetings and present timely and relevant information to various stakeholders.
Experience with management systems and complex organizational structures.
Ability to build strong relationships with stakeholders and team members and deliver customer centric solutions to multi-disciplinary problems.
Experience applying legal requirements and experience in writing submissions to regulators.
Exceptional analytical skills, systems thinking, and ability to think broadly and challenge status quo to drive solutions where ambiguity exists.
Experience with external committees that influence legislation and/or facilitate discussions with government.
Experience with organizational change management.
Working Conditions:
Office environment with travel to Calgary, Edmonton, Houston, Superior, Edina, and other office/field locations, along other various locations in US for meetings with regulators, occasionally as required.
Stress levels can be above normal as substantive work is deadline oriented, highly visible, and numerous activities are conducted concurrently.
May represent Enbridge externally, such as at public hearings, industry meetings, technical conferences, etc.

Physical Requirements:
Include but are not limited to: Grasping, kneeling, light - moderate lifting (objects up to 20 pounds), reaching above shoulder, repetitive motion, sitting, standing, visual requirement (able to see screens, detect color coding, read fine print), hearing requirement. Mobility to walk in outdoor conditions that occasionally involve uneven and slippery terrain and to enter and exit excavations. Agility with the ability to ascend and descend ladders, scaffolding, ramps, poles, and other devices using feet and legs, and/or hands and arms.
