JOB PURPOSE:
The Medical Records Manager is responsible for the comprehensive management of medical records within the shelter, ensuring that all health information for unaccompanied minors in the care of the Office of Refugee Resettlement (ORR) is accurately maintained, securely stored, and readily accessible for authorized medical personnel. This role is critical in facilitating the seamless integration of medical services, supporting the healthcare team in delivering quality care, and aiding in the protection of the minors' rights to privacy and confidentiality. The Medical Records Manager will work closely with medical staff, administrative personnel, and external healthcare providers to ensure that all records are compliant with legal, ethical, and regulatory standards.
ESSENTIAL JOB RESPONSIBILITIES:
- Oversee the creation, maintenance, and retrieval of medical records in a timely and efficient manner, ensuring they are up-to-date and accurate.
- Ensure the confidentiality and security of all medical records in compliance with federal, state, and local regulations, including HIPAA and ORR guidelines.
- Implement policies and procedures for medical records management, including electronic health records (EHR) systems, to improve efficiency and ensure compliance with current healthcare laws.
- Manage the transition from paper to electronic records, maintaining data integrity and accessibility during the process.
- Provide training and support to medical and administrative staff on proper documentation and record-keeping practices.
- Coordinate with healthcare providers to facilitate the exchange of health information as needed for the continuity of care.
- Conduct regular audits of medical records to ensure completeness, accuracy, and compliance with regulations.
- Respond to authorized requests for medical information, ensuring that all releases of information are logged and executed within legal timeframes.
- Serve as a liaison between the medical department and IT specialists to address any issues related to the electronic medical records system.
- Participate in quality assurance and improvement initiatives that involve health information management.
- Other duties as assigned.

ESSENTIAL QUALIFICATIONS:
EDUCATION: Degree in Health Information Management, Health Administration, or a related field required. Certified as a Registered Health Information Administrator (RHIA) or Registered Health Information Technician (RHIT) is preferred.
EXPERIENCE: Experience in health information management and medical records administration, preferably in a pediatric, refugee, or shelter setting. Proficiency with electronic medical records systems and medical software. Knowledge of medical terminology, and the legal aspects of health information. Strong leadership and communication skills.
ATTENDANCE: Must maintain regular and acceptable attendance at such level as is determined in the employer's sole discretion.
LICENSES: Driver's License with clear record.
VEHICLE: Must have daily use of a vehicle without prior notice.
OTHER: The Medical Records Manager must be 21 years or older. Must be available and willing to travel to various locations including Pecos Children's Center with such frequency as the business need dictates. Operational needs may require occasional evenings or weekend supervision. Must not pose a direct threat or significant risk of substantial harm to the safety or health of himself/herself or others.
