Fiscal Analyst

Definition of Class

• This is an advanced level professional position responsible for the administration, coordination
• and execution of all accounting and budgetary functions within the department. The budget
• analyst reports directly to the Director of Public Safety.

Duties & Responsibilities

• Development of the department's overall annual budget .
• Administration of various state and federal grant programs.
• Utilization of the county's accounting system and monitoring financial policies and procedures.
• Conduct various research, data analysis, and expenditure and revenue forecasting throughout the year.
• Project future financial needs to prepare long-term financial plans.
• Determines and projects economic forecasts necessary for budget preparation.
• Maintain detailed spreadsheets for various bureaus, grant programs to reflect all expenditures and
• encumbrances in each budgetary line item.
• Present budget analysis reports on a monthly and quarterly basis.
• Process budget transfers with approval of Director.
• Determines end-of-year projections based on historical financial data.
• Process purchase requisitions including establishment of new vendors as needed.
• Process payment of invoices on a weekly basis.
• Verify invoices for payment, accurately calculating the percentages to be paid from the appropriate
• budgets to maximize reimbursable costs and minimize general fund transfers.
• Post all expenditures on budgetary spreadsheets, reconcile spreadsheets with FMS, and request
• reclassifications when necessary.
• Develop, organize and maintain files, documents, and materials relating to budgetary practices.
• Prepare travel advances, travel expenses and mileage reimbursement reports.
• Assists Director in preparing ordinances.
• Serves as the liaison between the Finance Department and Department of Public Safety.

Knowledge, Skills, & Abilities

• General knowledge of generally accepted accounting principles, methods and practices of governmental
• accounting.
• Ability to prepare and present clear, concise administrative and financial reports.
• Ability to work independently and complete work by established deadlines.
• Ability to prepare journal entries, analyze accounts, and input data accurately and in a timely manner.
• Ability to interpret financial data contained in reports and ledgers.
• Ability to gather, analyze and summarize fiscal and operational data and information.
• Demonstrate creative problem-solving skills.
• Familiarity with county organization and operations.
• Ability to establish and maintain effective working relationships with co-workers, county departments,
• public officials and the general public.
• Ability to build collaborative relationships across organizations.
• High level technical competence with Microsoft Office is required.
• Must have excellent verbal and written communication skills.

Minimum Requirements

• Bachelor's Degree in Finance, Accounting or related field
• Minimum of 2 years of Accounting Experience
