Job Summary
FSI would like to hire an on-site Contract Maintenance Manager to join our team. The Contract Maintenance Manager/QCM will be responsible for the performance of all operations, maintenance, repair, and facility management support tasks and functions. This position has full authority and responsibility for assuring performance objectives and standards identified in the contract are met. This includes legal compliance and customer expectations. Must be available during normal working hours (currently Monday-Friday, 0730 to 1630), and during non-duty hours for emergencies. Must be available within one hour in situations that require your presence. Whenever the CMM/QCM is contacted regarding an emergency situation, the CMM/QCM shall immediately provide guidance to contractor personnel and then contact the COR and FM.
Responsibilities include the following. Other duties may be assigned.
- Supervise a diversified work force responsible for 24-hour (24/7/365) operations, maintenance, and repair of medical facility systems.
- Coordinate closely with customer FM in providing reports, scheduling services, sharing program status, and making best practice recommendations.
- Ensure work is completed in compliance with contract requirements.
- Resolve conflicts, identified deficiencies, and issues following reporting and corrective action requirements.
- Maintain program documentation and records for The Joint Commission (TJC) requirements, contract deliverables and plans, training, staff certifications and licenses, and permits.
- Provide subcontractor and vendor management, including performance reviews and necessary follow-up actions.
- Hires, fires, and disciplines project employees.
- Assess employee incentive awards.
- Responsible for support staff coordination and ensuring required supervision of Contractor personnel is present during normal and other-than-normal duty hours.
- Attend all meetings that involve interests or support as related to PWS when representation is requested by another base activity.
- Ensure that all employees are properly trained and licensed, if required, prior to their appointment to a position or prior to operating equipment associated with a position.
- Ensure that supervisors and managers schedule and provide training as specified in the PWS.
- Ensures that all personnel assigned in each function secure and account for all Government property issued, that proper maintenance is performed, and that all applicable Security Control Plans are followed.
- Respond to Government requirements which occur throughout the life of the contract, including contract requirements for data accumulation and submission.
- Responsible for administration of the Quality Management System (QMS)
- Authority to act on behalf of the Contractor, and direct removal, rework, or replacement of defective materials or poor-quality workmanship.
- Performs Inspections, Identifies Corrective and Preventive Actions, and performs Follow-up Activities.
- Key contact with customers and responsible for ensuring the execution of corrective actions and ongoing compliance with customers' specifications.
- Prepares and Documents quality plans, policies, procedures and summaries, to include subcontract activities.
- Plans and conducts internal audits.
- Verifies Contractor furnished PM records, cards, tags, or logbooks are attached to or placed near each piece of equipment in a conspicuous location.
- Maintains the confidentiality of sensitive quality and company proprietary information and promotes quality awareness.
- Maintains the Subcontractor Performance Evaluation program coordination and documentation.
- Ensures the integrity of the QMS is maintained.
- Reports directly to the Regional Project Manager.
Education and/or Work Experience Requirements
The CMM shall be technically qualified in the field of Healthcare Facilities Management and shall, as a minimum, have three (3) years’ experience in a business occupancy medical facility operations and maintenance and minimum five (5) years’ experience servicing and/or renovating commercial buildings, including supervision of a diversified work force responsible for operations, maintenance, and repair of commercial building infrastructure systems. The CMM shall be familiar with the various codes and standards applicable to the O&M tasks covered by the PWS, TJC, NFPA, EPA, and OSHA codes and standards. The CMM will be able to read, write, speak, and understand English. An American Society for Healthcare Engineering (ASHE) and Certified Healthcare Facility Manager (CHFM) certification for the CMM is desirable. Proven ability to develop Quality Plans and Procedures. Must possess a valid state driver’s license and insurable driving record. Must possess or be able to obtain a NACI (National Agency Check with Inquiries). Excellent computer proficiency (MS Office – Word, Excel and Outlook)

Qualifications
Salary : $80,000 - $90,000
