Job Summary:

The position is responsible for carrying out monitoring, compliance, and quality control duties for grant funded projects and applicable consulting contracts. This position will primarily serve to support Disaster Resilience and Recovery projects managed by Fahe, including CDBG-DR. In addition to the duties listed below, this position will support existing opportunities and partnerships while building capacity for continued work that enhances the Fahe network. 

 

Essential Duties and Functions:

  • Ensure all programs meet grant compliance and monitoring requirements through coordination of virtual and on-site functions as needed
  • Develop and implement monitoring standards, procedures, a monitoring plan, and monitoring schedule for projects
  • Ensure Fahe staff, partner organizations, grantees, and contractors are carrying out Disaster Recovery projects in accordance with program requirements
  • Conduct Duplication of Benefits (DOB) analysis, ensure accuracy of DOB information in files, and make determinations on amount of duplicated benefits, if any
  • As needed, collect information from applicants on assistance or benefits awarded through other duplicative funding sources
  • Understand, refine and implement detailed procedures to be able to distinguish between duplicative and non-duplicative assistance
  • Ensure compliance with Federal, State, and Local regulations governing the use of CDBG-DR and other Disaster Recovery funds
  • Conduct regular quality control tasks to ensure that grantees and program staff are providing high quality, effective services within the federal regulations and timelines established by HUD and other Federal, State, and Local agencies 
  • Provide recommendations for improved methods and approaches to practices
  • Write and produce policy and procedure manuals for staff
  • Periodically review and revise monitoring and compliance policies and procedures in light of changes within the organization and/or with laws, policies and procedures of applicable Federal, State, and Local agencies. 
  • Track and report on program effectiveness, efficiency, and production levels
  • Serve as a resource to Fahe staff, member organizations, grantees and other partners regarding program rules, regulations, and guidelines.

Preferred Education and Experience:

  • Graduation from an accredited college or university with a bachelor’s degree
  • 2 years of professional work experience in grant administration
  • Knowledge and experience applying Community Development Block Grant and CDBG-DR program rules and requirements
  • Knowledge and experience with compliance monitoring or auditing
  • Financial acumen
  • Ability to provide technical assistance
  • Experience providing both formal and informal training
  • Knowledge and experience with contract oversight
  • Outstanding interpersonal skills
  • Strong written and verbal communication skills
  • Proficiency with databases and spreadsheets, including Excel
  • Strong organizational skills
