POSITION SUMMARY The Director of Human Resources has responsibility for developing, interpreting and implementing HR policy, procedures, and best practices across the system through a diversity, equity, and inclusion lens. The Director will be a champion for the needs of scholar success in accordance with our strategic plan and theory of action. The Director of HR provides a leadership role regarding staff for all buildings and departments in the District. This position coordinates and manages a variety of Human Resources functions including investigations; negotiations; contract interpretation; review and update job descriptions and salary schedules; recruiting, hiring, and retention processes; monitoring of leaves and accommodations; policy development; technical assistance and support for administrative staff; and project assignments consistent with the position’s scope of responsibility. The Director leads for equity and antiracism, using data and feedback to identify and eliminate institutional barriers. The Director of Human Resources coordinates with the Chief of Human Resources and other departmental administrators and staff to facilitate Human Resources functions.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. This list is meant to be representative, not exhaustive.   • Creates a customer service environment leading to high levels of responsiveness and customer satisfaction.
  • Conducts investigations concerning staff, student, or community complaints and/or allegations of misconduct and makes recommendations regarding disciplinary actions.
  • Maintains complaints/investigations database.
  • Consults with administrators and department supervisors to ensure contract compliance with the various union groups.
  • Serves as a District lead recruiter, personally representing the District and/or ensuring and supporting appropriate representation at all major regional universities and other recruiting venues.
  • Responsible for the hiring process to include: accurate job descriptions, applicant screening, background checks, new hire orientations, and monitoring of certification endorsement compliance and salary placement.
  • Develops policies, procedures, and processes that enhance the efficiency of the department and support effective Human Resources practices.
  • Coordinates with Business Services in workers’ compensation claims
  • Supports Human Resources staff in processing leave and accommodations requests.
  • Coordinates with Human Resources staff in addressing unemployment claims and attending unemployment hearings.
  • Coordinates with Business Services and the Superintendent’s Office in annual staffing process, providing accurate up-to-date information that aligns with budget processes.
  • Conducts exit interviews and maintains exit survey database.
  • Represents the Human Resources leadership on assigned committees and project assignments.
  • Coordinates Human Resources activities with the Human Resources Leadership and other departmental directors and staff.
  • Ensures compliance with Federal and State leave and accommodation laws.
  • Ensures human resources systems are aligned and integrated with other departments to provide high level support and accurate data reporting in support of our Strategic Plan or Theory of Action.

Other Responsibilities

  • Supervises and evaluates job performances of Human Resources employees as assigned
  • Conducts departmental staff meetings as assigned
  • Designs staff cross-trainings as may be necessary to enhance department effectiveness.
  • Leads and supports negotiations and labor relations, as assigned
  • Serve as HR representative on District Leadership Team and attend some outside functions in this capacity
  • Performs other duties as assigned

Required Qualifications

Education and Experience

BA degree in related field. Experience may be considered in lieu of/in addition to a degree

Minimum of three years successful experience in school district, college, university or other public agency setting

Additional Requirements

Minimum of three years successful experience in Human Resources

Demonstrated knowledge and experience in establishing and maintaining effective working relationships

Demonstrated skill in coaching, advising, and partnering with leadership representatives across the organization regarding all personnel matters

Ability to be a trusted advisor while maintaining the highest level of confidentiality

Demonstrated skill in effective oral and written communication

Strong analytical and problem-solving skills

Ability to take initiative and be a self-starter, multi-faceted thinking

Demonstrated team player with experience working within a culturally diverse workplace.

Extended days, nights and weekend required to meet job requirements

Preferred Qualifications

Experience conducting employee investigations

WSPA HELP certification, SHRM certification, or any other HR and Organizational design certification

While performing the duties of this job, the employee will constantly sit, stand and walk, bend neck and back, use hands for repetitive grasping and pushing/pulling. The employee is frequently required to squat, kneel, and use hands for fine manipulation. The employee will occasionally be required to climb stairs/ladder, lift and reach overhead, crawl, and lift/carry. The employee must constantly lift/carry up to 10 lbs and must frequently lift/carry up to 25 lbs. The employee will occasionally lift/carry a maximum of 35 lbs. The employee is occasionally required to push/pull a maximum force of 200 lbs.

While performing the duties of this job, the employee regularly works in indoor conditions and regularly works near video display. The noise level in the work environment is usually moderate. WORK SCHEDULE

This position typically works, 8 hrs per day, twelve (12) month, 260-day position. Some evening and weekend work may be required to meet demands of the job
